Phillips 66 Reports Process Upset, Flaring at Sweeny, Texas, Refinery

Phillips 66 reported a process upset at its 293,532-b/d refinery in Sweeny, Texas, that started Friday and ran through the weekend.

In a filing with the Texas Commission on Environmental Quality, the company said the upset involved its Unit 26.2 and resulted in flaring. The event began at about 2 p.m. CT Friday and continued for at least 48 hours, according to the report.

"Operations is working to stabilize the unit in order to return to normal operating conditions. The event is on-going," the company said in the filing on Saturday.

It was the second upset at the refinery within a week. On Friday the company said the refinery's Unit 35 experienced a process upset during a lightning storm from Tropical Storm Bertha. The event, which also involved the coker flare, began at 4:45 p.m. CT Thursday and continued for about 11 hours, the company said.
