Another Big Bank Joins Washington's Push to Bolster U.S. Supply Chains with Massive AI Pledges

While the Trump administration has made no secret of its push for national sovereignty in critical supply chains, from semiconductors to quantum computing, it isn't acting alone. Big banks are stepping up, too.

On Wednesday, Bank of America became the latest major financial institution to pledge billions of dollars to strengthen domestic supply chains.

The country's second-largest bank will inject $250 billion into artificial-intelligence infrastructure, chips, and related hardware as part of a sweeping strategy spanning direct investments, lending, capital markets, and advisory services.

The so-called Critical Infrastructure Finance Initiative also covers power generation, energy storage, and other infrastructure including natural gas, water systems, and critical minerals. Capital will be mobilized and deployed through July 2027, Bank of America said.

The pledge followed a $1.5 trillion commitment from Morgan Stanley on Monday aimed at funding key industries and laying the groundwork for future innovation. Both institutions tied these investments to the nation's 250th birthday, which was celebrated last month.

The announcement does more than just show how major U.S. financial institutions are capitalizing on the AI boom. It signals their alignment with a broader shift, as the government takes an aggressive, stepped-up role in securing national sovereignty through direct federal funding and equity stakes in strategic industries.

While these efforts have accelerated in recent months, Bank of America and Morgan Stanley are following a precedent. In October 2025, JPMorgan Chase unveiled a $1.5 trillion plan to finance and invest in strategic industries key to national security and economic resilience, from defense and energy to advanced manufacturing.
