California to Reconsider AI 'Kill Switch' with Newsom's New Executive Order

California Gov. Gavin Newsom issued an executive order Friday aimed at strengthening the state's artificial-intelligence safety and security laws, prompted by recent alarm bells about the technology's threats to human safety.

The order calls for the implementation of both third-party oversight as well as independent audits. As part of the order, experts will consider a proposal that would require AI companies to develop a so-called "kill switch"-an emergency shut-off feature-for so-called frontier models.

OpenAI, Anthropic, and Alphabet's Google, all of which are based in California, didn't immediately respond to a request for comment.
