Beijing Plans to Establish Unified Government Service Knowledge Hub

To further optimize government services and enhance administrative efficiency, Beijing has released the "Action Plan for Comprehensively Deepening 'One-Network Service' and Promoting Digital-Intelligent Development of Government Services (2026–2027) (Draft for Public Consultation)" (hereinafter referred to as the "Action Plan") for public feedback from December 1 to December 30.

The Action Plan focuses on four key areas: full-process intelligent government services, smart and efficient policy services, digital-intelligent application scenarios for "One-Network Service," and digital-intelligent support systems. It outlines 19 initiatives aimed at making government services more intelligent and efficient.

**Building Smart Consultation Systems for Professional Fields** The plan proposes advancing full-process intelligent government services, from consultation to completion. In the consultation phase, Beijing will establish a unified government service knowledge hub and develop specialized AI consultation assistants to provide guided, end-to-end intelligent Q&A services.

For core service procedures, the plan emphasizes deepening the integrated "search-ask-handle-evaluate" model and exploring interactive service modes that identify needs, plan services, and streamline processes to improve online service experiences. It also promotes "single-window acceptance," upgrading the city’s unified application platform to ensure most approvals at municipal and district levels are processed through one submission, with results accessible across multiple channels.

Additionally, the plan expands the "four exemptions from submission" policy, encouraging the sharing of electronic materials and third-party certifications to gradually eliminate redundant paperwork for high-frequency services. AI-assisted pre-filling, pre-checking, and document generation will enhance efficiency in material verification and approval.

**Digital-Intelligent Upgrade for Citizen Hotlines** The Action Plan includes the development of AI-powered hotline assistants to improve the entire "receive-dispatch-handle-evaluate" process. It also introduces intelligent analysis of collective and trending public demands, creating a "city sentiment index" and a public policy think tank to enhance decision-making support.

**Full-Process Digital-Intelligent Policy Services** Policy precision and implementation efficiency are key benchmarks for government service quality. The plan focuses on digital-intelligent enhancements across policy formulation, dissemination, and execution.

During policy formulation, the "Jingce" platform will be upgraded with intelligent tools for policy drafting, duplication checks, and simulations. For policy dissemination, Beijing will refine its municipal and district-level policy, interpretation, and tagging databases, ensuring centralized storage and easy public access. The "Jingtong" service will be optimized for policy queries, subscriptions, and targeted notifications, leveraging data integration and AI to match policies with public and business needs.

To broaden access to preferential policies, the plan calls for unified policy service platforms and streamlined application processes, expanding "exemption-from-application" benefits and reducing required materials for eligible policies.

**Streamlining High-Frequency Services** The Action Plan outlines digital-intelligent scenarios for high-demand services, making smart governance tangible. Key areas like corporate services (e-Window), smart social security, online healthcare, elderly care, and social assistance will be enhanced with better guidance, process optimization, and data sharing, along with innovations like elderly-friendly services and AI-assisted navigation.

Other priorities include optimizing the "Efficient Handling of One Matter" initiative, improving cross-regional services in the Beijing-Tianjin-Hebei area, and boosting international service capabilities. The plan aims to reduce processing times and visits, strengthen mutual recognition of qualifications, and expand electronic credential sharing.

**Safe AI Integration in Government Services** A robust support system is essential for digital-intelligent upgrades. The plan includes measures for AI governance, platform consolidation, and data empowerment. Beijing will introduce guidelines for AI model selection and management, ensuring secure and orderly deployment of large models in government services.

The "Jingtong" app will serve as a unified mobile service portal, while the municipal government website and service portal will be revamped. A unified operational management framework for government service platforms will enhance coordination and monitoring.

Data empowerment measures include enforcing the "Government Data Sharing Regulations," improving data supply-demand alignment, and establishing a city-wide reporting system and data resource pool to minimize redundant reporting at grassroots levels. Cybersecurity and data protection will also be strengthened.
