To effectively implement safety production work during the National Day holiday period, the Hangzhou Transportation Law Enforcement Team Fuyang Brigade deployed measures in advance, adopted multiple approaches, and took swift action to effectively prevent various waterway safety accidents and ensure stable and orderly waterway safety production in the jurisdiction during the holiday period.

**High Priority and Advance Deployment of Preventive Measures** The Fuyang Brigade highly valued the importance of safety production work during the Mid-Autumn Festival and National Day double holiday period, firmly establishing bottom-line thinking for safety production and maintaining constant vigilance regarding safety production. Before the holidays, multiple special meetings were held to refine key points for brigade staff duty and guard work during the holiday period, with specific deployments made focusing on ferry supervision, comprehensive waterway patrol, video surveillance of operating docks, and emergency control, implementing law enforcement security work tasks.

**Responsibility Implementation and Effective Safety Supervision** During the holiday period, the Fuyang Brigade deployed a total of 44 boat trips and 191 inspection personnel. Duty leaders led inspection and supervision activities, while duty personnel worked in coordinated groups to conduct key ferry station guarding, navigation safety, and pollution prevention work, ensuring clear tasks, personal responsibility, and proper implementation of measures.

**Ferry Safety Supervision** Law enforcement presence at ferry stations was strengthened to monitor ferry traffic flow in real-time. For high-traffic periods at ferry stations, contingency plans were activated immediately to prevent insufficient capacity and overcrowding during peak hours. During the holiday period, the Fuyang jurisdiction handled a total of 14,421 vehicle crossings and 48,619 passenger crossings, with ferry operations remaining stable and orderly.

**Passenger Water Transportation Safety Supervision** Safety management of passenger water transportation companies, docks, and passenger vessels was enhanced, with particular focus on safety supervision of the passenger vessel Fuchun Mountain Residence, especially night navigation monitoring. Information regarding departure times, voyage schedules, and passenger numbers was tracked, port entry and exit reports were verified, and navigation restrictions under adverse weather conditions were strictly enforced. Through on-site inspections and remote surveillance, passenger vessel routes and navigation behavior were monitored.

**Enhanced Duty System and Effective Emergency Response** Leadership personnel maintained on-duty supervision while duty personnel maintained 24-hour guard duty, ensuring personnel presence and smooth communication. In case of emergencies, incidents would be reported promptly according to procedures and handled scientifically and effectively at the first opportunity.

First, emergency supply preparation was maintained. Emergency equipment usage training was conducted, with comprehensive inspection of emergency vessels and equipment supplies to ensure vessel seaworthiness, personnel availability, and equipment compatibility to meet emergency incident response requirements.

Second, early warning information was disseminated effectively. Supervision work was strengthened during sudden weather events such as tidal surges and severe convective weather, with enhanced information dissemination and remote surveillance monitoring.

Third, important information reporting was maintained. Emergency situations were reported quickly, early, accurately, and according to regulations within specified timeframes after initial notification.
