According to a January 29 announcement on the WeChat public account "Zhejiang Release," the Zhejiang Provincial Committee of the Communist Party of China and the Zhejiang Provincial People's Government have issued the "Implementation Measures for Practicing Strict Economy and Combating Waste in Zhejiang Provincial Party and Government Agencies," requiring party committees and governments at all city and county levels, as well as all provincial-level units, to strictly comply.

The document stipulates that party and government agencies must rigorously streamline meetings, implement strict planning management, schedule them based on annual meeting quotas, refrain from holding unnecessary meetings, and firmly merge those that can be combined. It calls for strict control over the production and use of videos and Putnam Premier Income Trusts, stating that for general working meetings, video clips should原则上 not be played. Videos and Putnam Premier Income Trusts used for internal meetings and training within a unit's system should be produced by the unit's own staff, and no production funds should be allocated.

Chapter I: General Provisions

Article 1: These Implementation Measures are formulated to implement the newly revised "Regulations on Practicing Strict Economy and Combating Waste in Party and Government Agencies" and relevant provisions from the Party Central Committee and the State Council, to advance the practice of strict economy and opposition to waste within party and government agencies, and to accelerate the building of economical institutions.

Article 2: These Implementation Measures apply to party agencies, people's congress agencies, administrative agencies, political consultative conference agencies, supervisory agencies, judicial agencies, procuratorial agencies at all levels within the province, as well as people's organizations such as trade unions, the Communist Youth League, and the Women's Federation, and public institutions managed with reference to the Civil Servant Law.

Article 3: The practice of strict economy and combating waste in party and government agencies should thoroughly implement the spirit of the Central Eight-Point Regulation, following the principles of strictness and simplification, compliance with rules and laws, quality and efficiency improvement, seeking truth from facts, and openness and transparency.

Article 4: Leading agencies and leading cadres at all levels must establish a correct view of political achievements, insist on leading by example, firmly oppose formalism, bureaucracy, hedonism, and extravagance. Provincial-level departments should take the lead in living a frugal life, setting an example in practicing diligence, thrift, and opposing extravagance and waste.

Chapter II: Fund Management

Article 5: Party and government agencies should strengthen budget compilation management, incorporating all revenues and expenditures into the budget. It is strictly prohibited to conceal, withhold, divert, misappropriate, use without authorization, delay, or privately share non-tax revenues such as administrative fee income, government fund income, confiscated income, and income from the compensated use of state-owned resources (assets) in any form. It is strictly prohibited to transfer such funds to accounts of units affiliated with the agency, such as trade unions, training centers, and service centers.

Article 6: Strengthen the rigid constraints of the budget; expenditures must not exceed standards, and reimbursement must not violate regulations. It is strictly prohibited to arrange expenditures exceeding the budget or without a budget, to fabricate expenditures, transfer, or embezzle fiscal funds, or to apportion or shift costs to subordinate units, enterprises, public institutions, social organizations, or individuals. Establish a dynamic monitoring mechanism for the entire budget execution process and strengthen the application of results. Strictly control expenditures for domestic travel, temporary overseas business trips (including to Hong Kong and Macao), official hospitality, purchase and operation of official vehicles, meetings, and training. No additional allocations will be made during the annual budget execution; if additions are absolutely necessary due to special needs, they must be reported for approval strictly according to prescribed procedures.

Article 7: Improve the budget performance management system. Strengthen ex-ante performance evaluation and performance target management; projects with insufficient justification, unreasonable performance targets, or unclear expected benefits shall not receive budget allocations. Strengthen the application of performance evaluation results, linking them with budget arrangements, policy adjustments, and management improvements, thereby reducing or canceling fund allocations for inefficient or ineffective projects.

Article 8: Financial departments at all levels should, together with relevant departments, formulate the scope and standards for expenditures on public activities such as domestic travel, temporary overseas business trips, official hospitality, meetings, and training based on actual conditions. Promote the use of the "Zheli Reimbursement" platform for handling reimbursement of public activity expenses.

Article 9: Deepen government accounting reform, strictly implement the nationally unified accounting system, accurately account for institutional operating expenses, and strengthen the management of institutional operating costs.

Article 10: Fully implement the official card system. Establish and improve a mandatory settlement catalog management system for official cards. Expenses for domestic official travel, official hospitality, official vehicle maintenance, meetings, training, etc., incurred by party and government agencies should be settled using official cards, except where bank transfers are required by regulation.

Article 11: Party and government agencies should scientifically and reasonably determine procurement needs, compile procurement project budgets completely and accurately according to law, and must not procure assets unrelated to the unit's functions and development, nor procure services beyond office needs. Strictly implement government procurement procedures and strengthen contract performance and acceptance management. For procurements legally requiring open tender, it is prohibited to avoid open tender by splitting contracts or any other means, nor to specify or indirectly specify suppliers, brands, models, origins, or set discriminatory terms in violation of regulations. If changing the procurement method is necessary, it must be publicized and approved strictly according to procedure. Improve the government procurement management and transaction information platform and implement a government procurement results evaluation system.

Article 12: Scientifically and reasonably determine the direction of government investment, continuously optimize the investment structure, strengthen full lifecycle management of government investment, and improve the efficiency of government investment. Strictly implement approved government investment plans; government investment projects must be included in the government investment plan as required. Strengthen the linkage between annual government investment plans and fiscal budgets, and ensure the balance and guarantee of government investment funds. Solidly advance preliminary work for projects, deepen research on necessity, feasibility, and risk prevention, and reasonably determine project construction content, scale, standards, and investment and financing plans. Adhere to the principle of 'evaluate first, decide later,' improve government investment decision-making procedures, and entities responsible for approval and decision-making must strictly review project proposals, feasibility study reports, preliminary designs, and investment estimates. Strictly supervise the entire process of government investment, strictly manage estimates and cost control, and routinely handle the scientific disposal of 'unfinished projects' and built-but-unused projects.

Chapter III: Domestic Travel and Temporary Overseas Business Trips (including Hong Kong and Macao)

Article 13: Party and government agencies must strictly implement internal approval systems for domestic travel, strictly control the number of travelers and duration, strictly prohibit travel activities without substantive content or clear official purpose, strictly prohibit disguised tourism in any name or form, and strictly prohibit non-substantive study exchanges and investigation tours between departments in different locations. Strengthen the overall planning and standardization of research, supervision, and inspection activities at the grassroots level to prevent duplication and clustering that increases the burden on grassroots units.

Article 14: Personnel on domestic travel must strictly comply with regulations regarding transportation, accommodation, and meals, with costs borne by their home unit. If arrangements are assisted by the host unit, travel, accommodation, and meal costs must be paid promptly and in full according to standards. Travelers must not make requests beyond normal official activities to the host unit, and must not accept cash gifts, presents, local specialties, etc.

Article 15: Plan annual schedules for temporary overseas business trips stringently, pragmatically, and tightly, strictly controlling the number of delegations, countries visited, delegation size, and duration abroad, and切实提高 the effectiveness of visits. It is strictly prohibited to concentrate visits to popular countries or regions, and no courtesy or non-substantive general visits should be arranged. Strictly implement all foreign affairs management policies, and strictly control cross-regional and cross-departmental delegations. Overseas travel must not be treated as a personal perk or arranged on a rotational basis.

Article 16: Personnel organization and foreign expert departments should strengthen the overall planning and supervision of overseas training, scientifically set training projects and content, strictly control the scale of training, selectively choose trainees, and improve the quality and effectiveness of overseas training.

Article 17: Foreign affairs management departments should strengthen the review and approval management of temporary overseas business trips. Financial departments should exercise overall control over the budget for temporary overseas trips. Approval for such trips must strictly follow the prior fund review system. Trips without a budget allocation for overseas funds will not be approved; exceptions for special needs must be reported for approval according to procedure. Strictly comply with financial management systems for overseas trips; it is strictly prohibited to use funds outside the overseas travel budget in violation of regulations, and strictly prohibited to apportion or shift overseas travel costs.

Article 18: Overseas delegations must strictly implement pre-trip commitment and post-trip reporting systems and other foreign affairs management requirements, strictly carry out activities according to the approved plan, and strictly arrange transportation, accommodation, and meals according to regulations. During the trip, it is prohibited to use public funds to exchange gifts or souvenirs with Chinese institutions overseas and other Chinese-funded institutions/enterprises, to host banquets for each other with public funds, to accept receptions exceeding standards or high-consumption entertainment, to accept cash gifts, valuable presents, securities, payment instruments, etc., and strictly prohibited to participate in gambling overseas.

Chapter IV: Official Hospitality

Article 19: Establish and improve a centralized management system for domestic official hospitality and an approval control system for domestic official hospitality, strictly implement the official letter system; official activities without an official letter will not be hosted, and it is strictly prohibited to include non-official activities within the scope of hospitality.

Article 20: Party and government agencies must strictly implement domestic official hospitality standards and implement a total expenditure control system for hospitality expenses. The host unit must arrange accommodation for guests strictly according to standards; if assisting with meals and transportation, it must charge meal and transportation fees according to standards. Working meals must not include luxury dishes, cigarettes, or alcohol. Expenses that should be borne by the guest must not be included in hospitality expenses, and hospitality expenses must not be listed, transferred, or hidden under the guise of holding meetings or training. The host unit must not organize welcome/see-off activities in violation of regulations, must strictly control the number of accompanying personnel, and avoid multiple layers of accompaniment. The host unit must strictly implement the domestic official hospitality list system, truthfully reflecting details of guests, official activities, hospitality expenses, accompanying personnel, and related support staff. The hospitality list serves as one of the financial reimbursement documents and is subject to audit.

Article 21: Units inviting foreign guests must arrange reception activities strictly according to relevant regulations, strictly implementing reception protocols and standards. Reception plans must comply with foreign reception expenditure standards and annual budget requirements, strictly and tightly controlling reception costs for foreign delegations.

Article 22: Reception work for activities such as investment promotion should refer to domestic official hospitality standards, unify systems and standards, strictly manage approvals, strengthen audit supervision, strictly prohibit receptions exceeding specifications or standards, strictly prohibit expanding the reception scope or adding reception items, and strictly prohibit arranging official hospitality under the guise of investment promotion.

Article 23: Party and government agencies at all levels must not build, renovate, or expand hotels, guesthouses, or other facilities with reception functions under any name, nor exceed actual needs to build or luxuriously decorate reception venues under the guise of building maintenance. Strictly control and approve the construction and expansion of Party spirit education and training institutions; it is prohibited to build office buildings or engage in tourism development under the guise of constructing such institutions. Establish a mechanism for sharing reception resources, promote the standardized asset registration, centralized unified management, and utilization of reception and training venues affiliated with agencies. Improve service operation mechanisms, guide service standardization, promote integrated and scientific management of affiliated reception and training venues, and reduce service operation costs. Actively promote the socialization reform and digital construction of domestic official hospitality services, and implement centralized procurement for common hospitality needs.

Chapter V: Official Vehicles

Article 24: Improve a legal, compliant, intensive, and efficient official vehicle system, promote the construction of official vehicle platforms, strengthen intensive management, and build a province-wide "single network" for official vehicle management. Ordinary official travel should be left to the choice of civil servants, provided through socialized means. Issue official traffic subsidies according to regulations; it is prohibited to disguise benefits as official traffic subsidies, and prohibited to both receive subsidies and misuse official vehicles in violation of rules.

Article 25: Official vehicles for party and government agencies shall be managed under unified quotas, standards, procurement funds, and procurement allocation. Strictly allocate vehicles for law enforcement duty, confidential communications, emergency support, special professional technology, and other vehicles for targeted support. It is prohibited to exceed quotas or standards under the pretext of special uses, to exchange, borrow, or occupy vehicles from subordinate units, other units, or individuals, to lease social vehicles improperly, or to accept vehicles donated by enterprises, institutions, or individuals.

Article 26: Strictly report and approve the purchase of official vehicles according to regulations. Official vehicles that can still be used upon reaching the renewal age should continue to be used, and must not be replaced early due to leadership promotions or transfers. Official vehicles shall be procured through centralized government procurement, should choose domestically produced cars, and prioritize new energy vehicles.

Article 27: Party and government agencies should strengthen the daily use management of official vehicles. Establish and improve systems for internal centralized management and usage registration of official vehicles, and conduct single-vehicle cost accounting. Fully implement centralized procurement management for official vehicle insurance, maintenance, and refueling. Strictly prohibit using official vehicles for private purposes or maintaining private vehicles at public expense, and prohibit adding high-end configurations or luxurious interiors to official vehicles. Encourage green travel models like "official vehicle + high-speed rail" and standardize official vehicle services.

Article 28: Except for vehicles used in work involving state security, investigative operations, and other confidential requirements, vehicles for law enforcement duty, etc., should be marked with clear, unified identifiers.

Chapter VI: Meetings and Activities

Article 29: Party and government agencies must strictly streamline meetings, implement strict planning management, schedule them based on annual meeting quotas, refrain from holding unnecessary meetings, and firmly merge those that can be combined. Strictly control the scale and duration of meetings, reasonably determine the meeting level and the scope/level of participants, and avoid multiple layers of accompanying attendees. Fully utilize modern information technologies like video conferencing to improve meeting formats, control meeting scale, and提高 meeting efficiency. Strictly control the production and use of videos and Putnam Premier Income Trusts; for general working meetings, video clips should原则上 not be played. Videos and Putnam Premier Income Trusts used for internal meetings and training within a unit's system should be produced by the unit's own staff, and no production funds should be allocated.

Article 30: Meetings of party and government agencies shall be managed by category and approved by level. Strictly implement the scope, standards, and reimbursement system for meeting expenses; meeting costs that are unapproved, exceed scope, or exceed standards will not be reimbursed. It is strictly prohibited to misuse meeting funds to purchase office equipment, to list any expenses unrelated to the meeting such as official hospitality fees, or to embezzle meeting funds. Financial departments should, together with government offices administration departments, improve the management measures for meeting expenses of party and government agencies at their level.

Article 31: Meeting venues shall be managed through designated government procurement. Meetings held by party and government agencies at all levels should be held at designated meeting venues, except those held in internal conference rooms, auditoriums, hotels, guesthouses, training (conference) centers, etc., of the party and government agencies and their systems. Accommodation should primarily use standard rooms, and meals should be buffet or working meals. Meeting room setups should be simple and frugal; no flowers or backdrop panels should be used for working meetings. It is strictly prohibited to hold meetings in scenic spots in violation of regulations. During meetings, banquets must not be arranged, tourism and visits unrelated to the meeting must not be organized, and souvenirs must not be distributed under any name.

Article 32: Improve the system for compiling and approving training plans, strictly control the number, duration, and scale of training, strictly prohibit holding meetings under the guise of training, and strictly control the participation of unit personnel in fee-based training. Training suitable for online delivery should be conducted online. Strictly implement classified training expenditure standards, strictly control the scope of training expenses, and strictly prohibit listing any expenses unrelated to training, such as official hospitality or meeting fees, in training budgets. It is strictly prohibited to use public funds for banquets or tourism under the guise of training.

Article 33: Streamline and standardize festivals, exhibitions, and forums, implement list management, and strictly approve them. It is strictly prohibited to use fiscal funds to host commercial artistic performances. Strictly control the holding of large comprehensive sports games and various sporting events. Approved festivals, exhibitions, forums, sports games, etc., should strictly control their scale and expenditure, avoid comparisons, extravagance, and waste, must not improperly apportion or shift costs, must not distribute souvenirs by taking advantage of the event, and must not use fiscal funds to invite celebrities in violation of regulations. Events should make full use of existing resources; specially allocated equipment should be promptly retrieved after the event, and the purchase of luxurious materials and equipment is strictly prohibited. For events capable of being self-financing and balancing their own funds, fiscal funds should no longer be allocated following the principle of withdrawal where possible.

Article 34: Streamline and standardize appraisal, commendation, and model creation activities, implement list management, and strictly approve them. Costs for appraisal and commendation projects shall be borne by the organizing unit and must not be charged to relevant units or individuals in any way. Units participating in model creation activities must not incur debt for the creation. Appraisal activities targeting townships (subdistricts), villages (communities), or schools must not be carried out.

Chapter VII: Office Space

Article 35: Strictly control the construction of office space. New construction, renovation, expansion, purchase, or exchange of office space by party and government agencies must strictly follow prescribed approval procedures; it is prohibited to circumvent approval in any form, and strictly prohibited to exceed standards.

Article 36: Office space construction must strictly comply with regulations concerning project bidding and government procurement, and strengthen whole-process supervision and audit supervision of projects.

Article 37: Strictly control the maintenance and renovation of office space. Maintenance and renovation should follow the principles of diligence, thrift, energy conservation, environmental protection, and economic practicality, focusing on eliminating safety hazards, restoring and improving functionality, and reducing energy and resource consumption. Strictly follow approval procedures, strictly implement maintenance standards and relevant budget limits, and strictly prohibit luxurious decoration.

Article 38: Accelerate the unified registration of office space property rights. Property rights such as building ownership and land use rights for party and government office space should be uniformly registered under the name of the government offices administration department at the corresponding level.

Article 39: Establish and improve a centralized unified management system for office space. Coordinate the formulation of office space allocation and保障 plans for party and government agencies at the same level, optimize the layout of office space, accelerate centralized or relatively centralized office arrangements, and share supporting ancillary facilities. Strictly allocate and use office space according to relevant standards and the "三定" provisions; excess space must be vacated and transferred to the government offices administration department for unified allocation and use.

Article 40: Renting office space must strictly follow approval procedures. It is strictly prohibited to tailor-make office space under the guise of renting, to rent office space provided by enterprises or other units through disguised compensation, to lease office space under the guise of government purchasing services, or for party and government agencies to use enterprise office space free of charge.

Article 41: If party and government agencies need to temporarily borrow office space due to work requirements, they must obtain approval from the government offices administration department at the same level, with a maximum borrowing period of 2 years. Upon expiry, the office space must be vacated and returned to the original unit. If continued borrowing is necessary, reapply for approval.

Article 42: Leading cadres of party and government agencies should be allocated one office space according to standards; if additional space is absolutely necessary for work, strict approval procedures must be followed. When a leading cadre is transferred, the new department arranges office space, and the original office space is not retained. Leading cadres must not rent hotel rooms as office space. Upon retirement or transfer, leading cadres must promptly vacate their office space, which shall be reclaimed by the original unit.

Article 43: It is strictly prohibited for party and government agencies to occupy technical/business用房 of public institutions as office space under any name, or to set up office space within technical/business用房 in violation of regulations.

Chapter VIII: Resource Conservation

Article 44: Government offices administration departments, together with relevant departments, shall formulate and improve energy and resource consumption quotas for party and government agencies. Financial departments shall formulate and improve expenditure standards for energy and resource consumption based on these quotas. Improve the government procurement policy for energy-saving products, and strictly implement the mandatory and priority procurement system for energy-saving products.

Article 45: Party and government agencies shall implement responsibility for combating food waste, deepen the "Clean Plate Campaign," and strengthen the evaluation and reporting of outcomes in reducing food waste in agency canteens. Promote the "Empty Bottle Campaign," encouraging participants of various meetings and activities to take away unfinished bottled water.

Article 46: Strictly control the addition of new assets, strictly implement allocation standards and sequences, strictly control the allocation of specialized equipment, and strictly prohibit the purchase of non-essential office equipment. Asset allocation should优先 be resolved through the调剂 of existing assets, such as via a "public property warehouse." If调剂 is truly impossible, conduct a comprehensive analysis of other allocation methods based on the principles of cost control, fund saving, and practicality, and choose the optimal method. Fully utilize sharing platforms to effectively promote the open sharing of assets. Asset disposal must strictly follow the service life specified in allocation standards; assets that can still be used upon reaching their service life should continue to be used and not disposed of. Physically disposed assets, upon approval, shall原则上 be disposed of centrally according to law following the principle of intensive and environmental protection, except for radioactive, hazardous, or confidential assets which shall be handled according to relevant regulations.

Article 47: Coordinate the construction of government information systems for party and government agencies to prevent fragmented, duplicate construction and frequent upgrades. Establish a sharing mechanism, promote the interconnection, information sharing, and business collaboration of important government information systems, and advance intensive operation and maintenance reform. Actively promote paperless online office work; official letters shall原则上 be exchanged and circulated via the e-government network. Strictly control paper meeting materials; paper materials unrelated to the meeting must not be distributed. Advocate green and simple office practices, promote the use of recycled office supplies, and reduce the consumption of disposable office supplies.

Chapter IX: Publicity and Education

Article 48: Make practicing strict economy and combating waste an important part of publicity, fully utilize internet technology and new media, and through news reports, cultural works, public service announcements, etc., widely promote the excellent virtue of diligence and thrift in the Chinese nation, explain relevant regulations, promote experience, practices, and advanced models of strict economy, advocate green and low-carbon lifestyles, and create a strong social atmosphere where waste is shameful and saving is glorious.

Article 49: Incorporate education on practicing strict economy and combating waste into the curricula of Party schools (administrative colleges) and cadre academies, treat it as an important part of work style construction, integrate it into cadre team building and daily agency management, and establish a regular working mechanism.

Chapter X: Supervision and Accountability

Article 50: Party committees and governments at all levels shall establish sound supervision, inspection, and information disclosure mechanisms for practicing strict economy and combating waste. Party committees (leading Party members groups) should strengthen supervision over the implementation of these practices during inspection tours. In the annual report on implementing the main responsibility for comprehensive Party self-governance submitted to the higher-level Party organization, the report should include the work situation regarding strict economy and combating waste in the region, department, or unit. The work situation of leading cadres in this regard shall be listed as an important content of democratic生活会 for leading groups and reports on duty and integrity by leading cadres, and be subject to评议.

Article 51: Party and government general offices are responsible for coordinating relevant departments to carry out supervision and inspection of the work on practicing strict economy and combating waste, conducting focused inspections, undercover inspections, and other special activities targeting prominent problems, and increasing the通报 of typical problems. Discipline inspection and supervision organs, financial departments, and audit organs shall, according to their职责分工, strengthen supervision over related work in accordance with rules, discipline, and law. Support people's congresses and political consultative conferences in supervising the work of party and government agencies in this regard according to law and their charters.

Article 52: Staff of party and government agencies who violate the "Regulations on Practicing Strict Economy and Combating Waste in Party and Government Agencies" and these Implementation Measures, causing waste, shall be given criticism and education, ordered to conduct self-criticism, admonished, given organizational处理, or Party discipline/administrative sanctions according to the severity of the circumstances and in accordance with rules, discipline, and law.

Article 53: Economic benefits obtained in violation of the "Regulations on Practicing Strict Economy and Combating Waste in Party and Government Agencies" and these Implementation Measures shall be confiscated, recovered, or ordered to be returned or compensated in accordance with rules, discipline, and law.

Chapter XI: Supplementary Provisions

Article 54: Party committees and governments of various cities, and working departments of the provincial Party committee and government, may formulate and improve specific work measures based on these Implementation Measures. State-owned enterprises, state-owned financial enterprises, and public institutions not managed with reference to the Civil Servant Law shall implement these Measures by reference.

Article 55: These Implementation Measures are解释 by the Zhejiang Provincial Committee of the Communist Party of China and the Zhejiang Provincial People's Government, with specific work undertaken by the General Office of the Zhejiang Provincial Party Committee and the General Office of the Zhejiang Provincial People's Government in consultation with relevant departments.

Article 56: These Implementation Measures shall take effect from the date of issuance. The "Detailed Rules for the Implementation of Practicing Strict Economy and Combating Waste in Zhejiang Provincial Party and Government Agencies" issued by the Zhejiang Provincial Party Committee and Government on May 26, 2014, are simultaneously repealed. Where central Party regulations and laws have other provisions, those provisions shall prevail.
