Multiple Regions Roll Out Task Lists to Launch New Round of Equipment Upgrades

Following the State Council's issuance of the "Action Plan for Promoting Large-Scale Equipment Renewal and Consumer Goods Replacement," which targets key industries such as steel, non-ferrous metals, petrochemicals, chemicals, building materials, power, machinery, aviation, shipbuilding, textiles, and electronics, multiple regions have seized the opportunity to introduce task lists and initiate a new wave of equipment upgrades.

**Supportive Measures Rolled Out** Inner Mongolia swiftly responded by formulating the "Inner Mongolia Autonomous Region Implementation Plan for Promoting Industrial Equipment Renewal," outlining clear development pathways. On May 20, a rare-earth permanent magnet motor supply-demand matching conference was held in Baotou, attended by over 270 representatives from 137 manufacturers and demand-side enterprises.

Similarly, Hunan Province released its "Large-Scale Equipment Renewal Implementation Plan for the Industrial and Information Technology Sector," focusing on four major initiatives: enterprise capacity expansion and quality improvement, intelligent and digital transformation, energy-saving and safety upgrades, and supply capacity enhancement. The plan aims to accelerate equipment renewal among industrial enterprises and strengthen local supply chains.

In Yunnan Province, equipment and tool investments in key sectors reached nearly CNY 150 billion last year, with industrial technological upgrades exceeding CNY 60 billion. Liang Xudong, Deputy Director of the Yunnan Development and Reform Commission, noted growing demand for advanced equipment, particularly in energy-intensive industries like non-ferrous metals and chemicals, where over 4,000 pump systems have significant energy-saving potential. Yunnan’s recently released implementation plan emphasizes advanced equipment renewal, industrial upgrading, energy efficiency, carbon reduction, safety enhancements, and digital transformation.

**Focus on Green and Smart Upgrades** Green and intelligent upgrades are central to this round of industrial equipment renewal. Hunan’s plan targets upgrading 2,000 enterprises annually, with a five-year goal of 10,000, to elevate high-end, smart, green, and safe development levels. By 2027, over 50% of large-scale industrial enterprises in Hunan are expected to undergo high-end, intelligent, and green transformations, with digital R&D tool penetration exceeding 90% and key process automation surpassing 75%.

Xinyin Technology Co., Ltd., a digital printing and office equipment manufacturer in Loudi, Hunan, plans to invest CNY 200 million in new intelligent production lines. Chairman Luo Guoxiong described the policy as a "timely boost" for accelerating R&D commercialization and enhancing industry competitiveness.

Ouyang Xiaofeng, Deputy Director of Hunan’s Industry and Information Technology Department, highlighted the dual role of industry as both supplier and demand driver for equipment renewal. The initiative aligns with Hunan’s industrial upgrading strategies, including green transformations in steel, non-ferrous metals, petrochemicals, and building materials, as well as smart manufacturing advancements in engineering machinery, rail transport, electrical appliances, and electronics.

Yunnan is also prioritizing digital equipment adoption to drive industrial transformation. Pu Lihe, Deputy Director of Yunnan’s Industry and Information Technology Department, emphasized comprehensive assessments of equipment renewal needs, focusing on energy efficiency, emissions reduction, safety, and digitalization.

**Financial and Policy Support** Financial and tax policies are critical to supporting equipment upgrades. In Yunnan, tax authorities have streamlined processes for mining enterprises to facilitate equipment renewal and efficiency improvements. Jin Zhaoyuan, a senior official, outlined plans to implement four major actions—advanced equipment renewal, digital transformation, green equipment promotion, and safety upgrades—backed by financial, fiscal, and tax policies.

Inner Mongolia has introduced measures such as the "Digital Transformation Pilot Work Plan for Manufacturing" and "High-Energy-Consumption Equipment Elimination Plan," bolstered by fiscal support and industrial funds. Zhang Chen, Deputy Director of Inner Mongolia’s Industry and Information Technology Department, reported CNY 63.46 billion in planned projects, with CNY 30.5 billion in loan demand, to facilitate equipment upgrades.

In Ordos, 63 equipment renewal projects totaling CNY 5.3 billion have been identified, with enterprises expected to invest CNY 369 million. The city is leveraging fiscal, financial, and investment policies to promote high-end, intelligent, and green industrial development.

Hunan’s Industry and Information Technology Department has conducted five rounds of surveys to refine lists of leading equipment and consumer goods manufacturers. At a recent government-bank-enterprise financing对接 event, the first batch of priority industries and products was announced. The Agricultural Bank of China’s Hunan Branch is preparing tailored financial support policies, including preferential credit terms for equipment renewal projects.

These initiatives underscore the nationwide push to modernize industrial equipment, driving high-quality development through technological and green advancements.
