Changji State Investment has initiated a tender for energy storage systems with a total capacity of 3.2 gigawatt-hours (GWh). The projects include the Mulei County 300 MW/1,200 MWh shared energy storage project, located in Mulei County, Changji Hui Autonomous Prefecture, Xinjiang Uygur Autonomous Region. Another project is the Hutubi County 200 MW/800 MWh shared energy storage facility, situated in Hutubi County, Changji. A third project is the Qitai County 200 MW/800 MWh shared energy storage system, located in Qitai County, Changji. Additionally, the Panjiatai 100 MW/400 MWh shared energy storage project in Jimsar County, Changji, is also part of the tender.
The scope of the tender covers complete energy storage battery containers utilizing lithium iron phosphate (LFP) batteries, battery management systems (BMS), power conversion systems (PCS), energy management systems (EMS), along with associated fire suppression systems, power cables, and communication cables. It also includes the supply of specialized tools and spare parts. Responsibilities extend to design, manufacturing, provision of documentation, factory testing, supply, packaging, transportation, on-site delivery, installation supervision, on-site commissioning, assistance with acceptance procedures, and management of grid-connection tests up to full capacity operation, including provision of related technical services and warranty support.
A key requirement for bidders is that the battery cell technology used in the projects must meet or be equivalent to the standards of leading manufacturers. These benchmark companies include Contemporary Amperex Technology Co., Limited (CATL), Hithium Energy Storage Technology Co., Ltd., EVE Energy Co., Ltd., CALB Co., Ltd., BYD Company Limited, REPT BATTERO Energy Co., Ltd., Gotion High-tech Co., Ltd., Envision AESC Group Ltd., Penghui Energy Technology Co., Ltd., and Sunwoda Electronic Co., Ltd.
