此次签署的三项行政命令，目标明确且双管齐下。一方面，命令指示美国联邦航空管理局（FAA）加快制定规则，允许企业在“超视距”条件下运营eVTOL飞行器。这将是无人机技术从测试走向大规模商业应用的关键一步。
另一方面，命令也强调了收紧国家安全限制的重要性。根据文件内容，美国官员一直对外国对手利用无人机监视军事基地及其他敏感地点的行为感到担忧。
命令强调，建立一个强大而安全的国内无人机部门，对于减少对外国来源的依赖、加强关键供应链、并确保美国人民享受到技术红利至关重要。
这一系列激进政策出台的背后，是美国对自身在该领域落的深刻焦虑。在拜登-哈里斯政府执政的四年里，美国的无人机产业发展陷入停滞。今年早些时候，硅谷著名风险投资公司Andreessen Horowitz的联合创始人、亿万富翁Marc Andreessen就曾表示，前一届政府扼杀了美国的无人机产业。
