At the recent 2026 Provincial Highway Work Conference, it was announced that in 2025, the provincial highway system vigorously implemented a three-year action plan for high-quality development, achieving significant results across various tasks. Throughout the year, construction of ordinary national highways was accelerated and intensified. Two rounds of a 100-day攻坚 campaign proved solid and effective, with project construction progressing steadily. Fixed-asset investment reached 13 billion yuan. Maintenance projects and emergency works for 300 kilometers of renovated older national highways were coordinated and advanced.
Maintenance management saw steady quality improvements. The percentage of roads in good or fair condition among the ordinary national and provincial highways managed by the Provincial Highway Bureau increased to 83.9%. In 2025, 2,313 kilometers of green and beautiful roads were built on ordinary national and provincial highways, with 126 charging and battery swap stations deployed. Over 10 projects were selected for the tourism highway list.
The province continued to strengthen emergency response capabilities for road safety. Safety enhancements were completed on 1,855 kilometers of ordinary national and provincial highways, and hazards were addressed along 2,693.8 kilometers. Safety and life protection projects were implemented on 7,355 kilometers of rural roads, and 212 dangerous bridges were rebuilt. A "1+6+N" three-tier standby mechanism was established, successfully clearing 1,026 blockages with a timely clearance rate exceeding 95%.
Regulatory and service levels were continuously improved. Daily maintenance inspections were conducted on 6,140 kilometers of operational expressways, and design reviews were performed for 10,757 kilometers. The construction of structural monitoring systems for 87 expressway bridges was advanced. Road access was enhanced, with 35 additional towns gaining access to third-class roads and 4,341 more natural villages connected by paved roads. The rate of rural roads in good or fair condition reached 89.86%.
Concurrently, the province steadily promoted reform and innovation in highway work. Maintenance skills competitions were held, and one scientific research project received provincial major special project funding. Twenty-one "Four New Technologies" were applied and promoted. Efforts accelerated to build a digital twin foundation integrating "Geographic Information System (GIS) + forward road view + Artificial Intelligence (AI) analysis." A batch of maintenance machinery, equipment, and fixed assets were effectively utilized. The rural road initiative "Data Travel Replaces Legwork: 'Three Reductions and Three Increases' Show Results" was selected as one of the first batch of advanced典型案例 for reducing burdens and increasing efficiency in the province.
Over the past five years, the provincial highway system has closely aligned with the national strategy of building a country with strong transportation network. It has solidly advanced two rounds of the three-year action plan for green and beautiful highways, efficiently carried out the攻坚 campaign for national highway construction, and fully launched the three-year action plan for high-quality development of Yunnan's highway sector. By adhering to principles of quality projects, quality service, and green development, it has promoted the integrated development of construction, management, and maintenance of highways in Yunnan. The total highway mileage in the province reached 360,000 kilometers, with a net increase of 68,000 kilometers. This includes an addition of 2,183 kilometers of expressways. Investment in maintenance projects for national and provincial trunk lines exceeded 12 billion yuan, while funding for rural road maintenance reached 10.9 billion yuan. The rate of national highways in good condition remained stable above 85%, with a timely clearance rate for blockages also over 95%. The rate of rural roads in good condition remained stable above 70%.
During the "16th Five-Year Plan" period, the provincial highway system will focus on seven key areas: project攻坚, road condition improvement, emergency support, regulatory guidance, construction and maintenance efficiency, safety resilience, and capability enhancement. The aim is to improve the overall road condition level, create a high-quality tourist route along the G219 highway, and complete the construction of charging stations at 30 service areas (or parking areas). The new round of rural road improvement actions will be deepened, with over 10,000 kilometers of rural roads to be newly built or upgraded. More than 25 additional towns will gain access to third-class roads, and over 3,500 natural villages will be connected by paved roads. Safety and life protection projects will be implemented on 6,000 kilometers of rural roads, and more than 100 dangerous bridges will be rebuilt.
