中情局局长的一名助手称，中情局还冻结了对已经获得有条件录用通知的求职者的招聘。如果申请人的背景不符合该机构的新目标，部分录用通知可能会被撤销。中情局的一位发言人表示，此举是为了“为该机构注入新的活力”。
