美国《华尔街日报》援引来自两名熟悉内情人士的消息称，美国中央情报局（CIA）于2月4日向其全体员工提出买断，理由是，为了使该机构与总统唐纳德·特朗普的优先事项保持一致。

中情局发言人在一份声明中说，中情局新任局长约翰·拉特克利夫“正在迅速采取行动，以确保中情局的员工队伍能够响应国家安全优先事项。”发言人说，这些举措是为中情局注入新活力的整体战略的一部分。

《华尔街日报》称，中情局没有透露其预算或雇员人数。该机构没有立即回应置评请求。

美国有线电视新闻网称，特朗普政府解雇和排挤了数百名公务员，迈出了缩减机构和安插忠实拥护者的第一步。

白宫1月28日向200万名联邦政府雇员发送了一封电子邮件，称所有主动离职的联邦政府雇员将获得约8个月的薪资补偿，并可在9月30日前继续领取薪酬和福利。有意愿的员工需要在2月6日前作出离职决定。美国有线电视新闻网称，此举旨在快速缩减美国政府的人员规模，以实现特朗普此前关于精简政府规模的要求。

2月4日，代表美国政府雇员的工会提起诉讼，要求阻止特朗普政府向联邦雇员提出买断服务的计划。

美国福克斯新闻网报道称，虽然中央情报局最初被“豁免”参与裁员，但拉特克利夫自告奋勇地表示希望参与该计划。
