BlockBeats 消息，3 月 31 日，据 Bitcoin.com 报道，加州议会正式提交 AB-1052“比特币权利”法案。该法案由加州银行与金融委员会主席、议员 Juan Carrillo Valencia 提出，旨在为数字资产用户提供法律保护，包括明确比特币及其他数字资产的自托管权利，并禁止公共机构因资产用于支付而征税或施加限制。此外法案还建立了管理“无人认领数字资产”的法律框架，确保此类资产由持牌托管机构妥善保管，避免行政管理中的不确定性。
该法案拟修改《1974 年政治改革法案》，禁止公职人员发行、赞助或推广任何数字资产、证券或商品，以防止政治影响干扰新兴金融技术的发展。Satoshi Action Fund 表示，该法案一旦通过，将为近 4000 万加州居民提供数字资产相关权利保护，并可能成为其他地区制定类似立法的借鉴模板。
