中国甘肃网5月20日讯（西北角·中国甘肃网记者 程健）近日，静宁县一企业申报的30吨鲜苹果，经兰州海关所属平凉海关采用“批次检验”模式完成合格评定，顺利发往尼泊尔。标志着出口农食产品“批次检验”改革试点在甘肃正式落地。

　　甘肃是我国重要的鲜苹果出口产区之一。据兰州海关统计，2024年甘肃省鲜苹果出口额达6.3亿元，占甘肃省农产品出口总额的16.9%。

　　据介绍，“批次检验（检疫）”模式改革后，海关实施“检验批”和“申报批”分离，同一企业出口至同一国家（地区）的相同产品确定为一个检验批。企业申报出口时，海关仅需对首批申报苹果实施现场查检，后续苹果不再需要现场查检即可快速放行，实现鲜苹果出口“即报、即放、即运”。以上述静宁县该企业为例，改革实施后，预计可压缩查检比例78.6%。

　　作为全国首批试点海关之一，兰州海关科学制定改革实施方案，完善配套软硬件建设，通过“关长送政策上门”“四下基层”等活动，强化惠企政策宣贯，结合关区出口苹果企业信用状况、出口国家、管理水平及软硬件条件等进行综合风险评估，确定关区5家资质优良、管理规范的企业作为全国首批试点企业，确保试点工作稳妥推进。

　　此外，兰州海关还建立动态跟踪机制，对试点企业进行全程指导，及时解决企业在改革过程中遇到的问题，为改革顺利实施提供有力保障，切实推动政策落地见效。
