上海吹响建设具有全球影响力人工智能产业高地的号角，迎来“国家队”竞相抛出橄榄枝。7月27日，中国电信人工智能生态论坛在2025世界人工智能大会暨人工智能全球治理高级别会议期间举行，中国电信董事长柯瑞文明确，中国电信将加快“智云上海”建设，从“全城上云”到“智惠全城”，为城市数智化转型筑牢坚实底座；将持续加大在沪科研投入，依托在上海设立的人工智能研究院，与上海高校、科研院所等开展AI前沿课题攻关，加快推动关键核心技术突破。
截至目前，中国电信在国资委指导下，面向工业、应急、教育等行业研发80多个行业大模型和20多个智能体应用，服务行业客户超2万家，联合30多家央企打造AI+应用标杆，如中国电信与中国物流、中国中车、中国石化等央企，共同推动AI生态建设。
在上海，中国电信与上海人工智能实验室合作，深度参与DeepLink超大规模跨域混训技术的应用落地，打造万卡智算集群，推动人工智能红利惠及千行百业。特别是中国电信人工智能研究院，面向政府、企业推出智云版产品以及AI Agent（AI智能体）在多领域的创新应用，发起智云AI生态合作和数字公共服务计划，带动更多企业智能化升级。
