香港会计及财务汇报局主席孙德基表示，香港稳定币行业还处于起步阶段，若目前仓促制订大量细致的审计准则，有可能对行业不利，预计香港有机会未来1至3年后才会出台全面的稳定币审计与会计处理指引。
根据香港8月1日生效的《稳定币条例》规定，稳定币持牌人需每年接受独立审计，确保透明度及合规性，孙德基表示香港会财局可能只会间接参与稳定币的监管，对稳定币将采取的审慎监管策略，应会类似当年虚拟银行（现称数字银行）发牌，明确如何对持牌机构进行审计，以及在财务报表如何确认、计量和披露。
