据熟知内情的人士透露，瑞士与瑞银（UBS）正私下释放出愿意在资本规则上妥协的信号，这可能为议会找到一个政府与银行都能接受的较低要求铺平道路。瑞银集团（UBS） 强烈批评了政府提出的规则--该规则于6 月份公布，目的是在瑞士信贷2023 年倒闭后提高该国银行的安全性--因为这些规则要求该行持有 240 亿美元的额外资本。该银行表示，这将使其在与全球竞争对手的竞争中处于不利地位，因此正考虑一系列缓解措施，甚至包括将总部迁往海外。
