为深入贯彻党中央有关决策部署，按照《提振消费专项行动方案》有关要求，近日，财政部、商务部联合印发《关于开展消费新业态新模式新场景试点工作的通知》（财建〔2025〕341号）和《关于开展国际化消费环境建设工作的通知》（财建〔2025〕342号），推动通过增加优质消费供给、打造国际化消费环境等，有效激发消费需求、提高消费者积极性。
消费新业态新模式新场景试点工作，拟支持50个左右试点城市，聚焦健全首发经济服务体系、创新多元化服务消费场景、支持优质消费资源与知名知识产权（IP）跨界联名等方向，提升消费品质，激发消费活力，更好满足人民群众多样化、差异化消费需求。国际化消费环境建设工作，拟支持15个左右试点城市，强化“购在中国”品牌打造，聚焦丰富高品质消费供给、优化涉外支付服务、提升国际化服务水平等方向，创新国际化、多元化消费场景，打造更加便捷、舒适的消费环境。
上述两项工作实施期均为两年，有关工作通知附后。
