专题：美联储再降息25基点 3人反对 特朗普仍不满意 鲍威尔排除加息可能

　　橡树资本管理公司联合创始人霍华德·马克斯警告称，随着回报环境趋于温和，美联储围绕资金成本的“操作”将把人们推向更高风险的投资，他认为利率比当前水平再低很多并无意义。

　　马克斯在接受采访时表示：“我认为，美联储在大多数时候应保持被动，只有在经济严重过热、趋向恶性通胀，或严重低迷、无法创造就业时，才应出手相救，但目前并非这种情况。”

　　美联储周三将利率下调25基点至2022年以来最低水平，不过央行内部对于疲软劳动力市场和顽固通胀哪个对经济构成更大威胁存在分歧。

　　美国总统特朗普认为美联储应该把降息幅度翻倍，但马克斯认为，过度廉价的资金成本会令市场想当然地认为央行会介入并解决市场问题，从而助长冒险行为。

　　他说：“在一个中等回报环境中，你如何获取高回报？大多数人的办法是承担更多风险，除非机会特别有吸引力，否则我不喜欢这样做。”
