助力外企在津发展，天津经开区开展代建厂房服务，减轻企业前期资金压力。
正在建设的就是丹麦企业希卓斯贝克玛天津生产基地，企业主要研发、制造风力发电机相关零部件，是全球风电龙头维斯塔斯的核心供应商。去年九月，随着希卓斯贝克玛在津生产规模持续扩大，在经开区的对接下，企业在下游客户维斯塔斯周边不到五公里的地方，找到一处合适场地，与经开区合作建设生产基地。经开区下属平台公司投资1亿元，根据企业生产工艺需求代建厂房，企业只需签订20年长期租赁合同，就可以“拎包入驻”，到期后，按市场价格回购。通过这种方式，减少企业前期资金压力，安心落户，尽快投产。
预计希卓斯贝克玛将于今年6月正式搬入。得益于产能的快速增加，企业今年销售额预计将超过4亿元，同比增长约20%。
