The new policy outlines over 100 key tasks targeting business entities and individuals, with 80 to be implemented by 2026 and the full set by 2027. Yichang has already laid a strong foundation for these reforms through its "Proof-Free City" initiative. By leveraging data-sharing and streamlined verification, the city has eliminated redundant documentation across four approaches: 1. **Mandatory Reduction**: Over 24,530 non-essential proofs (23.95% of total) were scrapped after rigorous review. 2. **Digital Substitution**: 125 high-frequency certificates (e.g., ID cards, property deeds) are now exempt, saving 1.5 million paper submissions via the "Yige Service" app. 3. **Interdepartmental Verification**: Six public security certificates, including criminal record checks, are processed without applicant involvement. 4. **Promise-Based Approval**: For low-risk matters, 142 items now accept digital pledges instead of physical proofs, with 290 materials eligible for deferred submission.
