Chunhua County is anchoring its development around the construction of three zones and the creation of three bases as it strives to open a new chapter of prosperity, vitality, happiness and beauty.
The 13th press conference in the series on Xianyang City's efforts to forge ahead during the 15th Five-Year Plan and break new ground was held on November 6, during which Chunhua County presented relevant information and responded to questions from journalists.
According to the briefing, during the 14th Five-Year Plan period, Chunhua County's gross domestic product surpassed 11.4 billion yuan, a net increase of 3.29 billion yuan compared with the end of the 13th Five-Year Plan period.
During the 15th Five-Year Plan period, Chunhua County will closely align with the city's goal of building one zone and one pole and its 131 work layout, base itself on its resource endowments and industrial foundation, focus on the construction of parks, urban areas and scenic spots, and strive to build a green food supply base for the Xi'an metropolitan area, a modern industrial supporting base and an ecological wellness tourism base, aiming to push the county's total economic output past 15 billion yuan by the end of the 15th Five-Year Plan.
Focusing on parks to upgrade platforms and build a modern industrial supporting base
Chunhua County will adhere to the development approach of manufacturing in Xi'an and Xianyang with supporting facilities in Chunhua, take the provincial-level economic development zone as its main battlefield, implement an innovation empowerment initiative for the park, accelerate the improvement of infrastructure and industrial supporting facilities, and strive to push the total output value of industrial enterprises above designated size past 8 billion yuan by the end of the 15th Five-Year Plan.
It will make good use of the 100 million yuan industrial revitalization fund, speed up the construction of supporting facilities such as an enterprise incubation center, centralized heating and industrial sewage treatment, introduce branded supermarkets and business hotels, and push the park to upgrade from industrial clustering to functional integration, aiming to have more than 60 enterprises settled in.
Relying on leading enterprises such as Huajian Steel Structure, Zhengdao Energy and Kunlun Cable, it will deepen its presence in fields including prefabricated construction, petroleum solids control equipment and high-voltage cable manufacturing, actively explore new tracks in deep-earth economy and aerospace economy, accelerate major projects such as LNG storage and peak-shaving and commercial aerospace engine assembly and testing, and promote the upgrading of the building materials industry toward high-end development and the intelligentization of equipment manufacturing.
At the same time, it will give full play to the role of the Qinchuangyuan Innovation Promotion Center and the Chunhua workstation of Xi'an Jiaotong University's Technology Transfer Center, deepen university-locality and university-enterprise cooperation, promote the commercialization of scientific and technological achievements, and strive to cultivate more than five specialized and sophisticated enterprises by the end of the 15th Five-Year Plan.
Focusing on urban areas to promote urban-rural interaction and build a green food supply base
Chunhua County will coordinate the improvement of the county seat and rural development, closely follow the positioning of being small, compact and exquisite, continue to implement urban renewal actions, accelerate the upgrading of municipal infrastructure, raise urban greening standards, renovate old residential communities, optimize the micro-circulation of road networks, evenly distribute 15-minute convenient living circles, and improve public service facilities such as commerce, elderly care, childcare and markets, striving to raise the green space rate in urban areas to 40 percent by the end of the 15th Five-Year Plan and continuously enhance the livability of the city.
Leveraging its strengths in local specialties, Chunhua County will strengthen Ruixue apples, deepen the county-wide promotion of full-chain development of new nationally bred varieties, promote key technologies such as equal amounts of fruit and fertilizer, actively introduce deep-processing projects such as apple vinegar and apple crisps, extend the apple industry chain, and strive to expand Ruixue apple planting to 100,000 mu by the end of the 15th Five-Year Plan with the output value of the entire industry chain exceeding 6 billion yuan.
It will improve the buckwheat noodle industry, continue to implement the thousand stores renewal initiative, develop high value-added products such as healthy buckwheat instant food and dietary fiber, and strive to push the number of offline stores nationwide past 2,000 by the end of the 15th Five-Year Plan with the output value of the entire industry exceeding 3 billion yuan.
At the same time, it will consolidate and expand distinctive breeding and planting industries such as dairy goats, edible fungi and high-altitude cool vegetables, develop new business forms such as pre-cut vegetable packaging, and build a green food supply base for the Xi'an metropolitan area.
In promoting integrated urban-rural development, Chunhua County supports all towns and streets in developing leading industries suited to their local conditions, whether industry, agriculture, commerce or tourism, and in building distinctive and demonstration small towns.
With 27 central villages as the focus, it will promote the concentration of public service resources such as education, medical care and elderly care in central villages, continue to advance the improvement of rural living environments, promote integrated improvement of urban and rural environments, and achieve a refined county seat, tidy towns and villages, and beauty across the entire area.
Focusing on scenic spots to promote cultural-tourism integration and build an ecological wellness tourism base
Relying on four distinctive calling cards, namely the Qin and Han summer palace, a red hot land, the hometown of noodles and a natural oxygen bar, Chunhua County will adhere to shaping tourism through culture and highlighting culture through tourism, deeply tap historical culture, red culture and ecological resources, and make every effort to build the preferred destination for leisure vacations in the Xi'an metropolitan area.
Adhering to protection first and rational utilization, it will advance the protection and use of nationally protected cultural heritage sites such as the Ganquan Palace ruins and the starting point of the Qinzhidao ancient road, strengthen the linking of red heritage sites such as Yetai Mountain, Taoquyuan and Majiashan into routes, systematically promote the living transmission of cultural heritage, and create cultural intellectual properties with recognizability and influence.
It will enrich business forms, seize the opportunities presented by the impoundment of Dongzhuang Reservoir and the start of construction of Qinhu Lake, build the First Qiankun Bay of Qinhu Lake to high standards, plan the Qinhu Lake left bank sightseeing belt, accelerate the construction of the Zhongshan International Ski Resort and the Jiangjiashan general aviation airport, develop outdoor sports projects such as Qinzhidao hiking and mountain bike races, and cultivate new cultural-tourism consumption formats combining events, experiences and vacations.
At the same time, it will accelerate the construction of facilities such as scenic area visitor service centers and smart guides, guide private capital to participate in cultural-tourism development, improve tourism service supporting facilities, extend the industry chain covering food, accommodation, transportation, sightseeing, shopping and entertainment, and strive to push the number of全域 tourists past 6 million visits and comprehensive tourism revenue past 2.5 billion yuan by the end of the 15th Five-Year Plan.
