智通财经APP讯，阳光油砂(02012)发布公告，于2026年8月23日，阳光油砂的全资附属公司桑祥石油化工(上海)有限公司(桑祥石油化工)，与江苏中科供应链管理有限公司、深圳撒赫拉恒信家族管理有限公司、上海晨智信新能源技术有限公司、上海霖卫数宸科技有限公司、上海贝斯帕沃能源技术有限公司(统称“合资伙伴”)共同出资，在秦皇岛市北戴河区设立地能智算人工智能(北戴河)有限公司。其中，桑祥石油化工持股 40%。
该人工智能算力中心项目依托北戴河政府现有电力设备系统及现有土地物业，结合第三方提供的廉价冷量能源，建设 6000P 算力中心。本项目获得北戴河政府的大力支持，涵盖项目立项审批、在建项目许可及全方位支持配套服务;同时，北戴河政府控股企业后续将对该项目进行参股。项目一旦建成运营，将改变阳光油砂单一的业务及盈利模式，为公司带来新的盈利增长点，亦为公司布局人工智能赛道奠定坚实的基础。
