Beijing Sets 2030 Goal for Agricultural Science Advancements to Reach 80% Contribution Rate

A recent press conference held by the Beijing Municipal Government Information Office, focusing on the city's "15th Five-Year Plan" for agricultural and rural modernization and rural revitalization, revealed that Beijing aims to significantly boost agricultural science and technology. The goal is to achieve an agricultural science and technology advancement contribution rate of 80% by 2030.

During the 15th Five-Year Plan period, the capital will push forward innovation in agricultural science, strengthen the construction of the "Agricultural Zhongguancun" and the "Capital of Seed Industry", and foster deep integration between agricultural tech innovation and industrial innovation. This effort is part of a broader strategy to build an agricultural science and technology innovation center with regional driving force, national influence, and global reach.

To achieve this, the city will focus on high-standard construction of the Agricultural Zhongguancun, solidifying its role as a core innovation hub. A new pattern of efficient and coordinated development will be established, clarifying the functional positioning of each district and deepening the "1+N" collaborative layout. High-level agricultural science and technology innovation platforms will be created, accelerating the construction of major projects like the National Agricultural Science and Technology Innovation Harbor, and gathering over 10 such innovation platforms.

A tiered cultivation system for agricultural tech enterprises will be established, classifying and nurturing leading, growth-oriented, and potential enterprises. The city will also deepen collaboration between central and local entities and promote synergistic innovation within the Beijing-Tianjin-Hebei region, continuously enhancing the brand of platforms like the Beijing Seed Industry Conference and the World Agricultural Science and Technology Innovation Conference.

High-level efforts will be dedicated to building the "Capital of Seed Industry", securing the agricultural "chip". The city will thoroughly implement the seed industry revitalization plan, focusing on the development of smart breeding, promoting the landing of major seed projects, and creating an intelligent breeding innovation platform. A development pattern of "stratified cultivation of four types of species with full-chain precise empowerment" will be established, strengthening the market share of six major national strategic species, enhancing the brand awareness of five local characteristic species, optimizing the precise supply of seven major regional main crop varieties, and refining the pioneering leadership of ten functional and characteristic crops, thereby continuously cultivating new growth drivers for the seed industry.

Beijing will also break through cutting-edge core technologies to seize the lead in agricultural technology sectors. Focusing on three key areas—biological breeding, "AI+" agriculture, and agricultural bio-manufacturing—the city will implement 30 to 40 key technology research projects, overcoming frontier technologies such as gene editing and AI-designed breeding, cultivating independent original varieties, and aiming to achieve 5 to 10 internationally leading outcomes. The city will also lay out tracks for agricultural large models, specialized chips, and intelligent agricultural machinery equipment, establishing over 60 smart agriculture application scenarios and improving the localization level of equipment.

To accelerate the implementation of results and empower "Beijing-made" agricultural products, the city will implement 100 to 150 agricultural science and technology "small incision" pilot demonstration projects. These projects will promote the application of new varieties, new technologies, new equipment, and new models. The modern agricultural industry technology system will be optimized, and the full-chain service model of "chief scientist + innovation team + comprehensive test station" will be improved. The "Eight Actions" for agricultural science and technology promotion will be further advanced, creating replicable and scalable standardized demonstration models.
