当地时间1月27日，欧盟委员会发表声明称，欧盟委员会今天启动了两项合规程序，以督促谷歌履行其在《数字市场法》下的义务。这些合规程序正式要求委员会与谷歌就其在遵守《数字市场法》两项义务中展开监管对话。
第一阶段的听证会涉及谷歌根据《直接营销法》第6条第7款所承担的义务，即向第三方开发者提供与谷歌安卓操作系统控制的硬件和软件功能自由有效的互操作性；第二阶段的诉讼涉及谷歌根据《直接营销法》第6条第11款的义务，即以公平、合理和非歧视性条款，向第三方在线搜索引擎提供商提供其持有的匿名排名、查询、点击和浏览数据。
接下来，欧盟委员会将在启动程序后的六个月内完成调查。在接下来的三个月内，委员会将向谷歌通报初步调查结果，并列出拟对谷歌实施的措施草案，以确保其有效遵守《直接营销法》。
2023年9月6日，欧盟委员会将谷歌公司的谷歌搜索、谷歌应用商店、谷歌地图、视频网站优兔、谷歌安卓操作系统、谷歌浏览器、谷歌购物及其在线广告服务指定为核心平台服务。自2024年3月7日起，欧盟要求谷歌必须全面遵守所有适用于指定服务的直接市场准入义务。
