To thoroughly implement the work arrangements of the Liaoning Provincial Department of Education and the Liaoning Provincial Red Cross Society and to solidly advance the属地化管理 (territorial management) of grassroots Red Cross organizations in universities, the Liaoning University Red Cross Society was officially inaugurated on April 10th. This marks the formal operational launch of the university's grassroots Red Cross organization. As the first provincial university in Shenyang to establish a Red Cross Society under the territorial management model, Liaoning University has set a benchmark and serves as a model for the属地化管理 of Red Cross work in Shenyang's higher education institutions.

Pan Yishan, Secretary of the Communist Party Committee of Liaoning University, stated that establishing the university's Red Cross Society is a significant measure for the institution to fulfill its fundamental task of fostering virtue and nurturing talent and to practice its social responsibility. Liaoning University will use the establishment of its Red Cross Society as an opportunity to integrate the spirit of the Red Cross into campus culture and the entire educational process, aiming to create a humanitarian service brand with distinctive characteristics of the university.

Su Ping, Party Group Secretary and full-time Vice President of the Liaoning Provincial Red Cross Society, emphasized that the Red Cross cause is a lofty humanitarian undertaking, and universities are crucial platforms for disseminating the Red Cross spirit and fostering a sense of public welfare among youth. Liaoning University's pioneering establishment of a Red Cross Society is a concrete practice in implementing the provincial government's tasks for reforming and innovating Red Cross work in universities, providing replicable and scalable experience for other institutions across the province.

Following its launch, the Liaoning University Red Cross Society will establish volunteer service teams tailored to the university's context and student characteristics. It will extensively carry out Red Cross volunteer activities focusing on areas such as emergency rescue, humanitarian care, promoting "Three Donations" (blood, hematopoietic stem cells, and organ/tissue), HIV/AIDS prevention, and anti-drug campaigns. A key focus will be on conducting emergency rescue training and health education activities. Tailored to the physiological and psychological characteristics of young people, this training will include instruction on hands-only cardiopulmonary resuscitation and the use of Automated External Defibrillators (AEDs). By closely addressing the practical needs of students and faculty and concentrating on core areas like emergency response, emergency rescue, humanitarian aid, and psychological support, the society aims to cultivate a service brand for its young Red Cross members and enhance the appeal and influence of the Red Cross organization.

University Red Cross organizations serve as a vital link connecting campus education with social service, acting as a key base for cultivating a sense of responsibility and nurturing compassion among young people. The establishment of the Liaoning University Red Cross Society represents a significant breakthrough for Red Cross work in Shenyang's universities. It will further promote the integration of humanitarian spirit into university campuses and assist young people in growing into a new generation characterized by great love, a strong sense of responsibility, and a spirit of dedication. Moving forward, the Shenyang Red Cross Society will accelerate efforts to achieve full coverage of Red Cross Societies in all universities within Shenyang, improve organizational structures, refine working mechanisms, develop distinctive activities, and enhance Red Cross work in universities to contribute to the high-quality development of the Red Cross cause.
