Liaocheng Conducts Joint Railway-Local Emergency Drill for Illegal Drone Flights Along High-Speed Rail Lines

On September 29, led by the Political and Legal Affairs Commission of the Municipal Party Committee and the Political and Legal Affairs Commission of Dongchangfu District, a joint emergency drill for illegal drone flights along high-speed rail lines was carried out in coordination with public security, transportation, railway police stations, track maintenance divisions, power supply workshops, and unmanned aircraft associations.

The drill featured two real-world scenarios.

In the first scenario, a railway patrol officer was conducting a routine inspection at the K429+200 mark on the downline of the Xiongshang High-Speed Railway when a crop-protection drone was spotted flying less than 100 meters from the rail line, posing a safety hazard of encroaching on the railway boundary. The patrol officer attempted to dissuade the operator but was unsuccessful, and immediately reported the situation to the Liaocheng West Station Police Station and the district railway protection office. Police officers arrived at the scene to conduct legal education, explaining the requirements for drone flight registration and approval. The drone operator recognized the risks involved and pledged to strictly comply with UOM platform registration and approval procedures.

In the second scenario, a simulated large drone lost control and crashed onto the high-speed rail line. The patrol officer immediately called 110 and reported to the district railway protection office. Upon receiving the alarm, the 110 command center simultaneously notified the Jinan Railway Bureau at 96222 and dispatched the Liaocheng West Station Police Station and the SWAT team's aviation unit to handle the situation. Aviation unit members used countermeasure equipment to force the drone to land, while police officers set up a security perimeter, took control of the operator, and secured flight evidence. The Xiongshang High-Speed Railway dispatch center activated its emergency response plan, and the Liaocheng Track Maintenance Division and Jinan Power Supply Section quickly arrived on site. They stopped trains and closed the line in accordance with regulations, inspected the track and power supply equipment for hidden dangers, and after confirming that all facilities were intact, completed the deregistration process and restored rail traffic, successfully completing the entire workflow of hazard reporting, on-site response, evidence collection, and deregistration.

This multi-department joint practical drill effectively tested the rapid response, coordinated action, and emergency handling capabilities of all railway and local units. It further standardized and streamlined the procedures for handling drone-related railway safety risks, solidly reinforced the working mechanism of "railway-local coordination, rapid response, and closed-loop management," effectively improved the level of prevention and control of sudden risks along high-speed rail lines, and built a solid safety barrier for the常态 safe, stable, and orderly operation of the Xiongshang High-Speed Railway.
