The National Financial Regulatory Administration (NFRA) has updated its leadership roster, revealing that Cai Dong has assumed the role of Party Committee member. His appointment marks a significant transition from his previous position as Executive Vice Governor of Jilin Province.
Cai Dong, born in 1968, brings extensive banking experience to his new regulatory role. His career began in 1996 at ICBC, where he held key positions across accounting, settlement, and e-banking divisions. He progressed to lead the Tianjin branch in January 2014 before being appointed Vice President of China Development Bank in November 2016.
In May 2019, regulatory approval was granted for Cai Dong to serve as Vice President of Agricultural Bank of China. During his tenure there, he championed digital transformation initiatives. At a 2019 banking forum in Shanghai, he highlighted that financial services were rapidly evolving toward mobile and intelligent platforms, noting significant adoption rates even in previously underserved rural areas.
His move to provincial government came in October 2019 when he was appointed Vice Governor of Jilin Province. By June 2022, he had risen to Party Standing Committee member and Executive Vice Governor, overseeing provincial development, finance, energy, and digital construction portfolios.
Cai Dong's academic credentials include a computer science background from Shandong Normal University and a master's degree in accounting information systems from Shanghai University of Finance and Economics. He later earned a doctorate in economics from the Ministry of Finance's Research Institute, specializing in computerized accounting.
His provincial responsibilities have focused on economic stabilization policies. Earlier this year, he briefed provincial leaders on economic performance, emphasizing steady growth through industrial support, consumption stimulation, and investment expansion while maintaining fiscal discipline and risk prevention.
Beyond economic matters, Cai Dong has engaged in regional cooperation initiatives. In August, he participated in a signing ceremony for educational and medical support programs between Jilin and Xinjiang's Altay region, describing it as a practical implementation of central government policies.
Looking forward, Cai Dong has outlined priorities for building Jilin's modern industrial system. His strategy includes accelerating new energy infrastructure to achieve annual targets of 10 gigawatts in new installed capacity and 100 billion yuan in related investment. He advocates for innovative green electricity consumption models, zero-carbon industrial parks, and expanding hydrogen and ammonia energy chains through flagship projects.
Digital development forms the second pillar of his approach. Plans include advancing "Digital Jilin" through data industrialization, breaking down information silos, and expanding smart applications in emergency response, transportation, and elderly care services to enhance overall digital governance capabilities.
