New Careers Emerge: Which Emerging Sectors Are Creating Jobs?

On September 9th, the Ministry of Human Resources and Social Security, along with other departments, announced 11 new professions, including ship shore-based management engineers, digital twin engineers, and embodied intelligent robot application technicians. In addition, 23 new job types were introduced, such as community workers, low-altitude logistics personnel, and intelligent agent developers, while information for 6 existing professions, like agricultural product brokers, was adjusted or changed. From digital twins and embodied intelligence to microgrids and hydrogen energy, and extending to low-altitude logistics and age-friendly renovations, this latest release of new professions and job types collectively highlights the employment market shifts driven by new technologies, new industries, and new demands. The Ministry stated that these newly announced roles are designed to foster the growth of new productive forces, upgrade traditional industries, cultivate emerging sectors, and strategically develop future industries, showcasing trends of digital leadership, green empowerment, and service enhancement. Since 2019, China has released a cumulative total of 121 new professions across 8 batches. What distinguishes a "new profession" from a "new job type"? How does a new role enter the national occupational classification system? And once granted an official "occupational title," what does it signify for workers' employment and career development?

Nearly half of the new professions are related to the digital economy, with robot "trainers" emerging as a new job type. Among the 11 new professions released this time, digital occupations were the most prominent category. The Ministry reported that this batch includes 5 digital roles—digital twin engineers, embodied intelligent robot application technicians, and industrial product digital modelers—accounting for 45.5% of the total. To date, China has released 113 digital professions across all batches. The embodied intelligent robot application technician role directly corresponds to the rapidly expanding embodied intelligence industry. According to the official definition, these personnel use remote operation devices, spatial digitization tools, and simulation testing platforms to handle tasks such as collecting, generating, and processing multimodal interaction data for robots, fine-tuning and adapting algorithm models, and performing onsite deployment, debugging, and maintenance of system hardware and software. This profession also includes two new job types: "embodied intelligent robot data collectors" and "embodied intelligent robot trainers." In other words, enabling robots to perform actions like grasping and moving objects requires not only algorithm development but also personnel to collect visual, tactile, and force data from robot-environment interactions and conduct model training, testing, and system debugging. Zhang Wei, head of the Occupational Classification and Standards Development Division at the China Employment Training Technical Instruction Center, noted that the continuous expansion of digital occupations reflects the trends of industrial digitalization and digital industrialization. It is anticipated that the gap for digital technology and skills talent will remain significant in the coming period, and the establishment of these new professions will further strengthen related digital talent cultivation.

Green transformation is also generating new professions. This release includes three roles marked as green occupations—microgrid administrators, hydrogen fuel cell manufacturers, and electrolytic hydrogen production workers—representing 27.3% of the new professions. Among these, the microgrid administrator role is classified as both a green and digital occupation. So far, China has published 142 green occupations. The modern services sector has also seen the emergence of roles closely tied to daily production and life. For instance, new professions include corporate sustainability planners and incense artisans, while new job types feature new energy vehicle inspectors, age-friendly renovation designers, smart furniture installers, fresh-cut flower processors, and ice and snow sculptors. The growth of the low-altitude economy and artificial intelligence has also introduced new job types such as "low-altitude logistics personnel" under logistics service specialists and "intelligent agent developers" under generative AI system application specialists. Liang Zheng, a professor at Tsinghua University's School of Public Policy and Management and director of the AI Governance Research Center, analyzed that future AI-related professions will not only continue to expand into application implementation stages but also become more refined and specialized, giving rise to a greater number of segmented job types. As technology integrates into more production and service scenarios, the occupational system will correspondingly further differentiate in line with industrial division of labor.

What is the difference between "new professions" and "new job types"? The simultaneous release of 11 new professions and 23 new job types reflects two distinct concepts. Based on the published occupational information, a new profession enters the national occupational classification system as an independent role with its own occupational code, along with clearly defined duties and primary work tasks. In contrast, a new job type is a more specialized subcategory formed within an existing profession due to further differentiation in technology, operations, and specific work content. For example, "low-altitude logistics personnel" is not an independent profession but a new job type under "logistics service specialists"; "intelligent agent developers" falls under "generative AI system application specialists"; "new energy vehicle inspectors" belongs to "motor vehicle inspection workers"; and "age-friendly renovation designers" is housed under "interior decoration designers." This also explains why some roles that already exist in reality still appear in this list of new job types. For instance, this release adds "community workers" as a job type under the "village and community affairs and community workers" profession, not because community work is new, but because the occupational classification system is further refining the division of labor in real-world positions. A new profession can also contain multiple job types, as seen with the embodied intelligent robot application technician role, which includes two job types, and the corporate sustainability planner profession, which includes the "corporate sustainable investment analyst" job type.

The creation of new professions is not a process where the government first designs a job title and then seeks out workers to fill it. This release notice shows that human resources and social security departments continuously solicit new occupational information from the public, which undergoes expert evaluation and review, written consultation with relevant departments, and public feedback before final approval and publication. Zhang Wei highlighted that enterprises play a crucial role in applying for new professions. In recent years, aside from some roles submitted by industry regulators and academic associations, the majority of new professions have been proposed by enterprises themselves. Businesses are often the first to encounter new technologies, business models, and production methods, and they also generate new work tasks and positions earliest. According to regulations on collecting new professions, a new profession should generally be one not yet included in the current national occupational classification system, have a certain scale of practitioners, and constitute a relatively independent, mature field with specific skill requirements. In other words, the state's release of new professions is more about identifying, standardizing, and confirming roles that have already emerged and matured within the employment market.

Accelerating the development of new occupational standards will enhance the capabilities of workers in these fields. Entering the national occupational classification system is not the end point for a new profession. For workers, formal recognition of a new profession means that roles previously scattered across different companies with various titles can gradually develop more unified definitions and skill competency requirements. On this basis, occupational standards, skills training, and talent evaluation systems can be further integrated. The Ministry has clarified that the next steps will involve accelerating the development of national occupational standards for these new professions, strongly promoting the capability enhancement of practitioners, and clearing growth and advancement pathways for talent. Zhang Wei explained that after a new profession is published, the priority is to expedite the creation of national occupational standards and actively carry out related vocational training. These national standards will further specify the knowledge, skills, and work requirements practitioners must possess and will provide a basis for vocational skills training and talent evaluation. This process has already begun for some previously released professions. In August, the Ministry organized the development of 123 occupational standards, including "firefighters," and solicited public comments, covering AI-focused new professions and job types such as AI digital human trainers, generative AI system application specialists, and generative AI animation producers. With the establishment of occupational standards, there will be clearer benchmarks for what practitioners should "know how to do" and the proficiency levels expected at different skill grades. Training policies are also extending into these new industries and positions. The large-scale vocational skills enhancement training initiative running from 2025 to 2027, guided by the "Skills Illuminate the Future" training campaign, explicitly focuses on offering vocational skills training in areas like advanced manufacturing, the digital economy, and the low-altitude economy. In the digital economy realm, efforts center on increasing talent supply in big data, embodied intelligence, data security, and other fields, while the low-altitude economy focuses on skills training for aircraft research and manufacturing, infrastructure operations, flight operations, and scenario applications. From naming new roles to developing occupational standards and conducting training and evaluation, the release of new professions effectively establishes a channel that connects industrial demand with talent cultivation. The Ministry stated that publishing new professions and job types helps create more diverse career growth paths for workers, guides vocational education and professional development, and promotes more accurate matching between talent supply and job demand.
