Sichuan Energy Investment Development has announced that its subsidiary, along with project construction units, has entered into an EPC general contracting agreement and a construction supervision agreement for the 2025 rural power grid consolidation and upgrade initiative.
On September 21, 2026, the hydropower group, the project construction units (all being subsidiaries of the company), and other project construction units signed the EPC general contracting agreement with the construction group, the materials industry group, and Sichuan Energy Investment Integrated Energy. Under this agreement, the construction group, the materials industry group, and Sichuan Energy Investment Integrated Energy will separately provide construction services (including procurement of other materials), procurement of major equipment and materials, and construction drawing design services for the 2025 rural power grid consolidation and upgrade project.
The project construction units refer to Xuzhou Power, Gaoxian Power, Gongxian Power, Junlian Power, Pingshan Power, and Xingwen Power. The group will only participate in certain 10 kV and below projects under the 2025 rural power grid consolidation and upgrade initiative. The service scope covers design (construction drawing design), construction, and procurement of major equipment and materials for 110 kV projects, 35 kV and above projects, and 10 kV and below projects.
On September 21, 2026, the hydropower group, the construction supervision implementation units (all being subsidiaries of the company), and other construction supervision implementation units signed the construction supervision agreement with Sichuan Yilian. Under this agreement, Sichuan Yilian will provide construction supervision and related services for the 2025 rural power grid consolidation and upgrade project.
The construction supervision implementation units refer to Xuzhou Power, Gaoxian Power, Gongxian Power, Junlian Power, Pingshan Power, and Xingwen Power. The group will only participate in construction supervision for certain 10 kV and below projects under the 2025 rural power grid consolidation and upgrade initiative. The service scope includes supervision services during the project design phase, construction phase (covering construction of civil works, installation works, and demolition works, equipment testing, equipment and system commissioning, reliability trial operation, acceptance, and handover), and the quality defect liability period, as well as related services specified in the construction supervision agreement.
The 2025 rural power grid consolidation and upgrade project refers to the 2025 rural power grid consolidation and upgrade project of Sichuan Provincial Water Conservancy and Electric Power Investment and Operation Group Co., Ltd., including the new construction and renovation of 110 kV projects, 35 kV and above projects, and 10 kV and below projects. According to the approval documents from the Sichuan Provincial Development and Reform Commission, namely the "Reply on the Feasibility Study Report of the Central Budget Investment Projects for the 2025 Rural Power Grid Consolidation and Upgrade Project of Sichuan Provincial Water Conservancy and Electric Power Investment and Operation Group" and the "Notice on Accelerating the Implementation of the Investment Plan for the Self-Raised Capital Projects of the 2025 Rural Power Grid Consolidation and Upgrade Project of Sichuan Provincial Water Conservancy and Electric Power Investment and Operation Group Co., Ltd.," the hydropower group is responsible for organizing and implementing the 2025 rural power grid consolidation and upgrade project.
The winning bidders for the EPC general contracting and construction supervision were determined through public tendering. Signing the 2025 rural power grid contracts will facilitate the implementation of design, construction, major equipment and materials procurement, and construction supervision for the relevant projects. This will also optimize the rural power grid structure in the group's power supply service areas, enhance power supply quality, and support the economic development of rural areas.
