Beijing Expands Recognition of International Professional Qualifications to 163 Items

During the China International Fair for Trade in Services, the Beijing Municipal Human Resources and Social Security Bureau held a conference on industrial integration and innovative development of human resources services at Shougang Park. The conference released two important outcomes: the "Beijing International Professional Qualification Recognition Directory (2025 Edition)" and the "Beijing New Quality Productivity Human Resource Development Directory (2025 Edition)."

The "Beijing International Professional Qualification Recognition Directory (2025 Edition)" continues to expand and upgrade around key areas such as information technology, technology services, and finance, with the total directory increasing to 163 items, sending a strong signal to the world that Beijing is committed to attracting high-level talent. The directory includes 143 international professional qualification items, 9 urgently needed international professional qualification items, 11 overseas professional certification items, of which 7 are international professional qualification mutual recognition items.

The 9 urgently needed international professional qualification items target high-level talent needs in the financial sector, specifying that Chartered Financial Analyst (CFA) certificate holders with 10 years of work experience can be recognized as equivalent to senior professional titles in the city. The 11 overseas professional certification items newly added domestic enterprise data management engineer certification certificates, continuously improving the overseas talent certification system to help Chinese enterprises better participate in international competition.

Among the 163 items in the directory, 7 are international professional qualification mutual recognition items. Among these, Fellow of the Institute of Public Accountants (FIPA), Chartered Global Management Accountant (CGMA), Association of Chartered Certified Accountants (ACCA), and CPA Australia achieve mutual recognition through "exemption of some courses and reduction of examination subjects." The Beijing Cybersecurity Association signed a cooperation agreement with the Hong Kong Cybersecurity Association to achieve mutual recognition of talent evaluation standards and certificates in the cybersecurity field between Beijing and Hong Kong, breaking down regional barriers to talent mobility.

Since 2021, Beijing has continuously promoted international professional qualification recognition work for four consecutive years. As of August 2025, Beijing has provided verification services for international professional qualifications to more than 2,700 enterprises, covering over 7,000 individuals, and has introduced and evaluated nearly 600 professional talents.

The "Beijing New Quality Productivity Human Resource Development Directory (2025 Edition)" grades the urgency of human resource development directories and skilled talent demand directories in key industrial sectors, and for the first time releases a technical and skilled talent professional evaluation guidance directory, creating smooth dual advancement channels for "professional titles + skills."

The conference also implemented a batch of globally-oriented collaboration projects, forming a cross-border industrial human resources service alliance. The first batch of Chinese enterprise human resources internationalization service liaison stations was officially launched, with locations spanning 11 countries and regions including Singapore, Australia, Indonesia, and the United Kingdom.
