Inside, staff from the Yanbian County Tobacco Monopoly Bureau carefully protect several brand-new tobacco monopoly licenses, ready to deliver them to retailers in remote townships. This represents the daily routine of the county bureau's "door-to-door certificate delivery" service and serves as a vivid example of implementing "practical work for the people."
Since the beginning of this year, Yanbian County Bureau has implemented three practical "ground-level" measures to fulfill its commitment of "doing practical work for the people": mobile certificate processing, grid-based protection, and legal education for youth protection. These initiatives allow citizens to truly experience the convenience of certificate processing, peace of mind in business operations, and assurance for the healthy growth of the next generation.
**First Initiative: Tap Your Phone, License "Flies" to Your Store**
"In the past, going to the county seat for certification took a whole day round trip. The mountain roads were difficult and it delayed business - just thinking about it was worrying," recalls Wei Guoyin, a retailer from Dabi Village in Guosheng Township, shaking his head at past experiences.
However, this time, under phone guidance from Li Juan, a staff member at the Yanbian County Bureau's monopoly management service hall, Wei uploaded the required materials through a mobile government app. A few days later, enforcement officers knocked on his store door with a brand-new license.
"I never imagined that without even leaving my door, the certificate would be delivered to my hands! This service is truly thoughtful!" Wei said with a beaming smile while looking at his new license.
Targeting residents in remote townships such as Guosheng Township and Gesala Yi Township, the "door-to-door certificate delivery" service was born, upgrading "run at most once" to "no need to run at all." New applications, renewals, and changes for licenses can now be processed through "one-stop online service" and "integrated service handling."
Currently, Yanbian County Bureau maintains an online certificate processing rate stable above 95%, continuously leading the city, with citizens' "peace of mind index" rising sharply.
**Second Initiative: "Precise" Grid Management for Clear Markets and Merchant Security**
Compared to the past, Zhang Erfu, a retailer in Yanbian County, genuinely feels the optimization of the current business environment.
"Previously, there were occasionally some 'shadow stores' (referring to certificate-address mismatches or shell companies) that disrupted pricing, greatly affecting those of us doing legitimate business," Zhang explained, referring to the chaos that Yanbian County Bureau has prioritized for rectification.
To support law-abiding retailers and create a reassuring consumption environment for consumers, Yanbian County Bureau implements grid-based supervision. Retailers throughout the county are scientifically divided into 5 grids, with enforcement officers acting as "grid managers" conducting regular inspections and dynamic management.
Addressing issues such as "person-certificate mismatch," "certificate-address inconsistency," and "shell companies," enforcement officers conduct door-to-door verification, requiring timely rectification where needed and decisive removal where necessary.
Since the beginning of this year, Yanbian County Bureau has cumulatively removed 10 unqualified retailers. This not only sends a strong signal of "law-abiding operation and fair competition" but also achieved a score of 95.06 in the first half of the year's customer satisfaction survey, an improvement of 3.37 points from the end of last year.
With clearer market "waters," law-abiding retailers like Zhang can operate with greater peace of mind.
**Third Initiative: Legal Education in Schools - Bravely Say "No" to E-cigarettes!**
"Students, these items shaped like milk tea or cola cups that look 'cool' are actually e-cigarettes! They cause extreme harm to your developing bodies..." In the auditorium of Yumen Middle School, Lan Daijun, captain of the Yanbian County Bureau's Yumen Inspection Squadron, held various highly disguised e-cigarette samples while delivering an impactful legal education lesson to middle school students below.
Vivid cases and shocking images transformed the previously noisy venue into complete silence.
Protecting minors from tobacco harm is a weighty responsibility for Yanbian County Bureau. Understanding that "blocking is not as good as channeling, and channeling is not as good as educating," they proactively collaborate with the county education and sports bureau, having professional enforcement officers enter schools as "legal education teachers."
Since the beginning of this year, Yanbian County Bureau has conducted 5 educational sessions, covering over 1,500 students. These sessions not only inform about the dangers of traditional cigarettes but particularly expose the traps of e-cigarettes disguised in fashionable packaging, building a solid "ideological firewall" in children's minds.
Education alone is insufficient - protection is also necessary. Yanbian County Bureau also collaborates with market supervision departments to conduct "carpet-style" inspection and rectification of shops around schools, severely investigating and handling illegal activities such as unlicensed tobacco sales and sales to minors (including e-cigarettes), resolutely cutting off the "tobacco hands" reaching toward minors.
During the rectification period, 3 unlicensed tobacco-selling merchants around schools were cleared.
