On April 2, financial news reported that Bank of Qingdao held its 2025 performance briefing today. Wu Xianming, Executive Director, President, and Chief Compliance Officer of Bank of Qingdao, stated that the new three-year strategic plan primarily consists of "four strategic objectives" and "five strategic themes."
The "four strategic objectives" are capability-driven development, organizational agility, quality and quantity enhancement, and sustainable health.
"Capability-driven development serves as the core engine for growth. In the new strategic period, we recognize the need to move away from past reliance on scale dividends and resource investment. We must shift toward specialization, digitization, refinement, and systematic construction to build core competitiveness," Wu Xianming said, emphasizing that "capability-driven development" is the top priority among the four strategic objectives.
The second objective is organizational agility, which serves as the operational foundation. High-quality development must be built on an agile and efficient organizational system. "As a medium-sized bank, Bank of Qingdao aims to maintain its own agile, rapid, and highly efficient responsiveness," Wu Xianming noted, adding that with advancements in artificial intelligence technology, the bank's existing organizational structure will undergo changes in the future.
The third strategic objective is quality and quantity enhancement. Wu Xianming explained that this reflects operational outcomes, emphasizing that high-quality development requires a dynamic balance between scale and efficiency. "We are not pursuing rapid scale growth, but necessary expansion remains essential. In the new strategic period, we will continue to maintain a reasonable growth rate in scale, aiming to achieve total assets exceeding one trillion yuan."
The fourth strategic objective is sustainable health. Wu Xianming expressed the bank's commitment to operating more effectively, ensuring healthier and longer-term development. "Sustainable health is our baseline for survival. High-quality development must be built on a solid foundation, ensuring steady and long-term progress. We will firmly safeguard asset quality as our lifeline, adhere to a capital-efficient development philosophy, vigorously develop intermediary businesses, and comprehensively promote a transformation toward lighter capital, controllable risks, and capital intensiveness, truly achieving healthy and sustainable development."
Regarding strategic themes, Wu Xianming stated that Bank of Qingdao has established five key themes: enhancing capabilities, increasing agility, strengthening digitalization, optimizing technology, and adjusting structure.
Wu Xianming further elaborated that beyond the "four strategic objectives" and "five strategic themes," the new three-year strategic plan includes specific arrangements and deployments in areas such as business development direction, digital transformation, regional development strategies, employee capability building, talent team development, and coordinated growth among headquarters, branches, and subsidiaries.
