Liyang Takes Lead in Jiangsu with Pilot Professional Title Review for New Energy Storage Engineers

Changzhou has officially launched a pilot program for intermediate and junior professional title reviews in the new energy (energy storage) engineering field. As a core hub for the new-type energy storage industry, Liyang City is responsible for organizing and implementing the review, opening applications to professional technicians across the city engaged in new energy storage-related technical work. This marks the first specialized professional title review pilot for energy storage engineering in Jiangsu Province.

The review is led by the Liyang Municipal Human Resources and Social Security Bureau, with Liyang Talent Development Co., Ltd. handling applications in coordination. It adheres to a focus on moral character, capability, and performance, with emphasis on assessing applicants' practical project achievements, creating a dedicated evaluation channel for professional technicians in the energy storage industry.

The application scope covers professional technicians working in various enterprises, institutions, and social organizations in the city in roles such as new energy (energy storage) project development and design, construction, operation and maintenance, as well as technology development, planning and testing, survey and installation commissioning, safety operations, technical management, and research and promotion of new technologies and products. Applicants must have continuously paid social insurance in Changzhou for at least six months and be actively insured. Freelance (flexible employment) professional technicians insured in the city, as well as Hong Kong, Macao, and Taiwan professional technicians employed in the city and foreign nationals holding work permits for foreigners in China, are also included in the application scope. Civil servants, retired personnel, and individuals who have received disciplinary action are not eligible to apply.

Applications follow a dual-track system of online submission plus paper submission. The online application period runs from September 24 to November 15, 2026. Applicants log into the Jiangsu Human Resources and Social Security Online Service Hall to submit materials. After online approval by the review committee, they download and print the Professional and Technical Qualification Review Application Form. The paper materials submission period runs from October 15 to November 25, 2026, with the receiving location at Liyang Talent Development Co., Ltd. (Third Floor, Chengfa Building, No. 26 Yongding Road). Paper materials must be reviewed and stamped level by level by the applicant's employer and the human resources and social security department of the relevant city (district). Direct submissions by individuals will not be accepted.

Several supporting policies have also been clarified. The cutoff date for review qualifications is December 31, 2025, while the cutoff date for performance achievements, papers, and academic credentials is March 31, 2026. Continuing education requires no fewer than 60 credit hours per year in professional subjects, to be organized and certified by the employer. Highly skilled talents may apply under the Implementation Plan for the Reform of Career Development Integration Between Highly Skilled Talents and Professional Technical Talents in Jiangsu Province. Those holding professional title certificates from other regions must have them verifiable on the National Human Resources and Social Security Government Service Platform or provide supporting materials. Applicants seeking exceptional approval must submit corresponding proof materials. Application papers and special technical reports must be checked for plagiarism through CNKI, Wanfang, or Weipu, with a copy ratio excluding the applicant's own published work not exceeding 30%.

Liyang's role in organizing this pilot review represents an important exploration by Changzhou to closely align with the development needs of the new energy industry and innovate industrial talent evaluation mechanisms, providing pioneering experience for professional title review reform in the energy storage field across the province.
