Yang Zhangtao, head of the Transportation, Shipping and Port Administration Bureau of the Yangpu Economic Development Zone in Danzhou City, Hainan Province, stated at a press conference held by the Hainan Provincial Information Office on September 2nd that during the "15th Five-Year Plan" period, Hainan's Yangpu Port will firmly target the core objective of "basically completing the international shipping hub for the New Western Land-Sea Corridor," aiming to become a shipping hub that connects globally and radiates to China's inland regions.
Yangpu Port serves as an international hub port that extends its reach to Southeast Asia and links the New Western Land-Sea Corridor, while also functioning as a comprehensive gateway for China's opening-up to the Pacific and Indian Oceans and a core gateway port for the Hainan Free Trade Port.
According to Yang Zhangtao, during the "15th Five-Year Plan" period, Danzhou and Yangpu will base their efforts on the strategic positioning of the Hainan Free Trade Port and the New Western Land-Sea Corridor. The region will anchor its development on the main theme of creating a "model zone" for the Hainan Free Trade Port and will focus on three key roles: establishing Yangpu as an international hub seaport, a regional comprehensive transportation hub, and a pilot zone for smart and green transportation development. To achieve these goals, the plan outlines six major strategies—open collaboration, comprehensive regional coordination, integrated development, green and low-carbon practices, smart empowerment, and safety and resilience—along with thirty key tasks.
To construct a high-level international shipping hub, Danzhou and Yangpu will comprehensively advance several key projects during the "15th Five-Year Plan" period, including the expansion of the Yangpu Regional International Container Hub Port, a public grain and oil terminal, and a hazardous materials terminal. This involves building new production berths while simultaneously upgrading supporting facilities for navigation channels and anchorage areas.
Regarding the international shipping route layout, Yangpu Port plans to increase the frequency of routes to Southeast Asia, upgrade the service density on routes to the Middle East, India-Pakistan, and Oceania, and will explore launching routes to Europe at an appropriate time. The target is to achieve 100 domestic and international shipping routes by 2030 and to boost the port's container handling capacity to exceed 9 million TEUs, continuously enhancing the international competitiveness of "China Yangpu Port".
In parallel, Yangpu Port will develop an efficient and smooth road network system. This includes actively promoting the construction of key highway projects such as the Haikou-Danzhou Expressway and the second phase of the Yangpu Port Expressway. Furthermore, it will advance the development of the Danzhou section of the Hainan Island Scenic Tourist Highway 2.0, fostering deep integration of transportation and tourism to make travel more convenient for the public and cargo transport more efficient.
It is noteworthy that Yangpu will also address its shortcomings in railway and aviation infrastructure. The region will promote the rapid commencement of construction on the Danzhou-Yangpu Railway (Yangpu Railway Branch Line), connecting Yangpu Port to the island's circular railway network. Railway logistics bases will be established at key stations to support the creation of a national-level logistics hub. Additionally, the region will accelerate the preliminary work for the Danzhou Airport and the Wangwu General Airport, expand the application scenarios for the "low-altitude economy", and foster the development of demonstration projects for low-altitude transportation applications, ultimately establishing a comprehensive three-dimensional transportation network that integrates sea, land, and air transport.
Looking ahead to 2030, Yang Zhangtao expressed confidence that Yangpu International Hub Port will be fundamentally completed, and its function as the international shipping hub for the New Western Land-Sea Corridor will be fully demonstrated. A modern, high-quality, integrated three-dimensional transportation network that is efficient, convenient, culturally enriching, green and intensive, smart and advanced, safe and resilient will be initially established. This will provide robust support for the high-quality development of the integrated Danzhou-Yangpu economic circle and the successful implementation of the independent customs operations at the Hainan Free Trade Port.
