Recent weather patterns, driven by a tropical depression in the South China Sea combined with cold air masses, have brought torrential downpours to most of Hainan Island. Some areas have witnessed exceptionally severe rainfall, prompting the National Flood Control Headquarters to activate a Level IV emergency response for flooding, while Hainan Province has escalated its own response to a Level II for both flooding and wind damage. The risk of mountain torrents and geological disasters has increased significantly in counties including Baoting, Wuzhishan, and Ledong.

In response to this critical flood situation, the Southern Energy Regulatory Authority has acted swiftly by initiating scientific countermeasures and providing frontline command, working diligently to supervise Hainan's power enterprises in managing the heavy rainfall emergency. First, the authority has bolstered pre-disaster prevention by closely monitoring the tropical depression and changing rainfall patterns. An emergency response was activated immediately and adjusted dynamically. Regulatory alerts have been issued to grid, power generation, and power construction companies, urging them to focus on preventing waterlogging in low-lying areas, ensuring backup power sources for generators, safeguarding dam flood control at hydropower stations, and halting construction work at engineering sites for safety.

Second, the authority has emphasized frontline command by dispatching officials to supervise operations on the ground. The principal leader led a team to regions with concentrated rainfall, such as Baoting and Wuzhishan, to conduct on-site inspections of the storm's impact and the progress of emergency preparedness and power restoration efforts by supply companies. Organizational support is being reinforced to coordinate the dispatch of personnel, materials, and equipment. Additionally, post-flood reviews are being conducted to improve emergency plans, address weak links, and continuously elevate the standard of distribution network construction and operation.
