Chengdu has witnessed the successful issuance of Sichuan Province's first intellectual property pledged bank acceptance bill, marking a significant milestone in regional financial innovation. The transaction, confirmed on August 21st by the Chengdu Municipal Market Supervision Administration, saw a local bio-products enterprise secure a 10 million yuan bank acceptance bill using its patented technology as collateral. This pioneering "intellectual property plus bill" model allows innovative assets to directly enter the supply chain payment cycle, charting a new course for asset-light technology firms grappling with financing difficulties.

The enterprise, a research, development, and production specialist in tea and botanical extracts, leverages its proprietary microwave-assisted extraction patent technology to efficiently produce tea polyphenols, with core product indicators surpassing national standards. Operating under the guidance of provincial and municipal market supervision authorities, the Pujiang County Market Supervision Administration introduced county-level intellectual property financing subsidy policies, facilitating patent rights confirmation and policy alignment while encouraging the enterprise to leverage its patents for credit enhancement. The Chengdu Intellectual Property Exchange played a pivotal role as a professional platform, completing patent asset assessment, valuation, and pledge registration, thereby streamlining the evaluation, pledging, and disposal process for intellectual property.

Zhejiang Mintai Commercial Bank's Chengdu branch expedited the procedure by establishing a dedicated approval fast-track, finalizing the entire review process within just three working days. The bank also waived all fees associated with issuing the bank acceptance bill, effectively shortening the financing cycle and reducing the enterprise's overall cost of capital. This landmark transaction signifies that Sichuan's intellectual property pledge financing has expanded from traditional collateralized loans to encompass pledge-based bill issuance, unlocking the novel "intellectual property plus bill" application scenario. The initiative not only alleviates cash flow pressures for science and technology enterprises but also further activates the value of their patented intangible assets, offering a replicable model of collaboration where government provides the platform, banks innovate, and professional institutions lend their expertise.
