In recent years, the topic of enterprises going global has gained significant attention. During the international cooperation policy dissemination event for trade facilitation at the 138th Canton Fair, it was announced that the report on the "International Certification Service Guidelines for Chinese Export Products" was released, precisely addressing enterprises' information needs regarding international certification. The event also launched "World Certification Map 2.0," aiming to empower certification information sharing through digital means.
Furthermore, Guangdong certification institutions have signed cooperation agreements with the Thailand Commercial Association for Exporting Goods to China and jointly issued high-end quality certifications with Malaysian certification entities. The market regulatory department has consistently implemented the new development philosophy in a comprehensive and accurate manner, speeding up international cooperation and mutual recognition in the fields of certification, accreditation, and inspection, thus building a smoother bridge for Chinese products to enter global markets.
Under the guidance of the State Administration for Market Regulation, Guangdong’s market supervision department has vigorously advanced the integrated inspection and certification services for domestic and foreign trade to support the construction of the new dual circulation development pattern.
Firstly, efforts are being made to enhance the capabilities of inspection and certification services for both domestic and foreign trade. The department supports and guides inspection and certification institutions to integrate into the international mutual recognition system, expand their qualifications and service areas in both domestic and foreign trade, and provide enterprises with "localized, one-stop" certification services to reduce the costs of going global. Guangdong Province boasts 2,786 inspection and certification institutions and laboratories accredited by CNAS (accounting for 13.23% of the national total), three NCBs (National Certification Bodies) under the IECEE-CB international mutual recognition system (42.9% of the national total), and 110 CBTLs (CB Testing Laboratories) (49.11% of the national total).
Secondly, comprehensive integrated inspection and certification services for domestic and foreign trades are being developed. A platform for integrated development of inspection and certification services in Guangdong Province has been established, conducting comparative studies on technical standards and inspection certification requirements for key export products in both domestic and foreign trade. Over 20 research results, such as the "Market Access Guide for RECP Household Appliances," "Market Access Guide for Textile Products," and "Export Guide for Toys," have been made available to enterprises for free. Additionally, more than 5,000 technical standards and certification information for domestic and foreign trade products have been collected and published. Features like "information subscriptions," "search," and "online services" facilitate precise information delivery for inspection and certification needs of enterprises.
Public training sessions, "Knowledge Lectures on Domestic and Foreign Trade Inspection and Certification," have been conducted 58 times, training more than 54,000 enterprise management personnel, thereby assisting enterprises in timely understanding and actively responding to technical trade barriers, resulting in excellent examples of "small but beautiful" international mutual recognition cooperation in quality certification.
Looking ahead, the Guangdong Provincial Market Supervision Administration will gather high-quality resources for inspection and testing, participate more extensively and practically in exchanges and cooperation in the RCEP region's qualification assessment field, and provide more high-quality and convenient inspection and certification services to support high-quality development and high-level openness.
