Notice on Soliciting Reports of Gang-Related and Illegal Activities in Forestry and Grassland Sector

In order to fully implement the central government's decisions and arrangements for deepening the special campaign against gang-related crimes, and to meet the work requirements of the regional party committee, the Inner Mongolia Autonomous Region Forestry and Grassland Bureau is now publicly soliciting reports of gang-related and illegal activities in the forestry and grassland sector. The move aims to severely crack down on such criminal acts, rectify industry irregularities, and safeguard the legitimate rights and interests of the public as well as long-term social stability.

Scope of reported activities

Reports are invited for activities including forcibly seizing, illegally trading, or transferring the use rights of state-owned or collective forest and grassland; organized illegal reclamation or construction on forest, grassland, wetland, protected areas, or state-owned forest farms by family or clan forces or criminal groups; organized illegal hunting, selling, or purchasing of precious and endangered wildlife and their products, as well as large-scale illegal digging, selling, or purchasing of state key protected wild plants and their products.

Also included are organized illegal logging or excessive harvesting without permits or beyond boundaries, forced contracting of logging operations, or long-term illegal business and transport of timber; bullying in markets, forced buying and selling, monopolistic practices, or collecting "protection fees" in sectors such as under-forest economy and forestry product trading; forced bidding, inciting disturbances, or obstructing construction in key ecological projects like the "Three-North" shelterbelt program; obstructing law enforcement through violence or blockades, resisting law enforcement, or threatening and retaliating against enforcement officers and whistleblowers.

Additional activities include public officials engaging in "protective umbrella" behavior, such as forestry and grassland staff stealing and damaging resources themselves, colluding internally and externally to destroy resources, soliciting bribes or operating improperly in land approval and case investigation, tipping off or covering up illegal activities for offenders, and sheltering gang-related forces. Other gang-related and illegal activities outside the above five categories are also targeted.
