China's Clean Energy Construction Prosperity Index (CEPI) recorded 108.242 in the fourth quarter of 2025, marking an 8.22-point decrease compared to the same period last year and a 2.96-point decline from the previous quarter. Despite the drop, the index remained within the relatively prosperous range. By the end of 2025, the nation's total power generation capacity reached 3.89 billion kilowatts, reflecting a 16.12% year-on-year increase. Clean energy installations accounted for 2.352 billion kilowatts, representing over 60% of the total capacity.
In Q4 2025, newly added power generation capacity nationwide totaled 179.44 million kilowatts, down 5.88% year-on-year but up 144.44% quarter-on-quarter. The slowdown in the base-period growth rate of newly installed clean energy capacity contributed to the decline in the CEPI. As of the end of 2025, clean energy projects under construction reached 735.18 million kilowatts, a 4.36% decrease from the previous year. Investment completed in clean energy during the quarter amounted to 381 billion yuan, down 23.97% year-on-year.
Clean energy generation reached 1.6859 trillion kilowatt-hours in Q4 2025, rising 20.65% year-on-year and accounting for approximately 53.34% of the country's total electricity output. This achievement is equivalent to reducing carbon dioxide emissions by 1.384 billion tons. By energy source, hydropower added 4.99 million kilowatts of new capacity, a 14.11% year-on-year decline, with completed investment of 39.9 billion yuan, down 13.26%. Hydropower generation totaled 466.4 billion kilowatt-hours, up 11.07%.
Wind power installations increased by 59.39 million kilowatts, surging 45.92% year-on-year, while investment completed reached 158.9 billion yuan, down 7.99%. Wind power generation rose 11.31% to 360.1 billion kilowatt-hours. Solar power added 77.24 million kilowatts of new capacity, a 34.04% year-on-year decrease, with investment completed falling 44.25% to 120.3 billion yuan. Solar generation climbed 37.69% to 736.1 billion kilowatt-hours.
The steady growth in clean energy generation, now representing 53% of national output, indicates an acceleration in the country's energy transition. According to the CEPI warning trend chart, the index remained in the green zone in Q4 2025 after entering it in the previous quarter.
Meanwhile, the China Power Construction Development Index (PCDI) stood at 93.29 in Q4 2025, down 1.29 points year-on-year but up 5.87 points quarter-on-quarter. The quarterly increase was driven by rises in all four sub-indices composing the PCDI. The macroeconomic impact sub-index registered 80.00, down 12.07 points year-on-year and 0.05 points quarter-on-quarter.
Completed investment in power construction during the quarter totaled 695.8 billion yuan, down 11.13% year-on-year but up 82.19% quarter-on-quarter. Based on data from the National Bureau of Statistics, China's GDP reached 38.7911 trillion yuan in Q4 2025, growing 4.5% year-on-year and 1.2% quarter-on-quarter. The contribution of power construction investment to macroeconomic growth declined 12.07 points year-on-year and 0.05 points quarter-on-quarter.
National fixed-asset investment (excluding rural households) reached 11.3651 trillion yuan in Q4 2025. The share of power construction investment in total fixed-asset investment rose 0.34 percentage points year-on-year and 3.01 percentage points quarter-on-quarter.
The green development sub-index recorded 93.19, down 4.81 points year-on-year but up 9.66 points quarter-on-quarter. New non-fossil energy power installations reached 142.08 million kilowatts, down 14.88% year-on-year but surging 231.50% quarter-on-quarter, accounting for 79.18% of newly added national power capacity.
The industrial scale sub-index stood at 95.50, down 0.93 points year-on-year but up 4.87 points quarter-on-quarter. Newly commenced power generation projects totaled 89,247 megawatts, down 28.04% year-on-year, with both newly installed capacity and completed investment falling 5.88% and 13.74%, respectively. New grid-side projects covered 27,510 kilometers, up 22.23% year-on-year, while newly added transmission lines increased 62.12%, though investment completed declined 4%.
The economic benefits sub-index reached 92.93, up 3.53 points year-on-year and 9.15 points quarter-on-quarter. According to statistical standards from the China Electric Power Construction Enterprise Association, the power construction industry's revenue totaled 281.718 billion yuan in Q4 2025, down 1.07% year-on-year. Newly signed contracts amounted to approximately 490.781 billion yuan, dipping 0.14% year-on-year.
