With the 2026 Chongqing International Animation Film Week approaching, Yongchuan, as the Western Science and Technology Film City, is accelerating the construction of its film and television industry ecosystem. On the 8th, it was learned that the first "Yongkechuang Film Loan" in Yongchuan has been successfully disbursed. This loan is specifically designed for film and television technology innovation enterprises, accurately addressing their funding challenges in attracting and retaining talent.
On June 5th, at the Yongchuan Cloud Valley Building, staff from the Yongchuan District SME Financing Guarantee Co., Ltd. and Chongqing Yongchuan Beiyin Village Bank proactively visited the meeting room of Chongqing Yunduan Yinghua Technology Co., Ltd. to facilitate the connection. On the same day, a 1 million yuan "Yongkechuang Film Loan" was credited to the company's account.
"The funds have arrived, securing the capital needed to recruit talent," said Zhang Chang, Visual Effects Director at Yunduan Yinghua. The company primarily focuses on AIGC technology R&D and film/TV post-production, having contributed to post-production for national animations such as "Juan Si Liang" and "Xian Wu Zhuan," as well as TV series like "Da Meng Gui Li" and "Panda Plan." Its comprehensive output value in recent years has reached four to five million yuan. The company plans to recruit high-level technical talent from major cities like Beijing, Shanghai, Guangzhou, and Shenzhen. However, as a light-asset company with no factory premises or equipment for collateral and project payments settled based on finished footage minutes, it faces significant funding pressure.
The challenges faced by Yunduan Yinghua are not an isolated case. To date, Yongchuan has gathered 42 post-production and supporting enterprises, with over 170 companies in the broader film and television ecosystem, indicating an increasingly complete industrial chain. However, film and television tech innovation firms are typically "light-asset and non-collateralized," making financing a persistent industry challenge.
A turning point emerged in April this year. The Yongchuan District held a conference on high-quality development of the private economy, emphasizing the need to create a favorable environment for the high-quality development of market entities. To implement this directive, the District Finance Bureau and the Yongchuan Branch of the National Financial Regulatory Administration acted swiftly. Aligning with the upcoming "2026 Chongqing International Animation Film Week" as a key milestone, they promoted the extension of financial services to the grassroots.
Chongqing Yongsheng Commercial Operation Management Co., Ltd. and the Yongchuan District SME Financing Guarantee Co., Ltd. actively coordinated, while Chongqing Yongchuan Beiyin Village Bank provided proactive on-site service, tailoring the first "Yongkechuang Film Loan" for Yunduan Yinghua. This product determines credit lines based on a company's potential for scientific innovation and technological strength, requiring no collateral. The 1 million yuan in funds was credited on the same day, precisely filling the funding gap for the company's talent recruitment efforts.
From the completion and operation of the Yongchuan Technology Studio to the establishment of physical platforms like the Digital Industry Talent Hub, and now the innovative launch of the specialized financial product "Yongkechuang Film Loan," Yongchuan is addressing bottlenecks in the development of the film and television technology innovation industry across multiple dimensions, including physical venues, talent cultivation, and financial support. Superior industrial supporting facilities and supportive policies are attracting an increasing number of film and television companies and professionals to establish and grow their operations in the area.
In recent years, Yongchuan District has continuously optimized its science and technology financial ecosystem, successively launching products such as "Yongkechuang Loan," "Yongzhenxing Loan," and "Yongjiuye Loan," covering various entities in technology, agriculture, and small and micro-enterprises, effectively tackling the issues of difficult and expensive financing. As a new exploration in a specialized segment, the first disbursement of the "Yongkechuang Film Loan" focuses precisely on film and television talent recruitment, injecting tangible financial vitality into industrial development.
