Qinghai Province Fills Two Gaps in Local Metrology Standards

On August 1, the Qinghai Provincial Market Supervision Administration announced that in late July, it approved and released two local standards: the "Integrity Metrological Management Standards for Gas Stations" and the "Management Standards for Metrological Work at Natural Gas Refueling Stations." These standards fill gaps in Qinghai's petroleum and natural gas chemical products sales sector and provide valuable reference experience for similar industries nationwide.

The initiative aims to strengthen the integrity system construction in the metrology field, improve measurement management levels at gas stations and natural gas refueling stations, and protect consumers' legitimate rights and interests.

Both local standards focus on ensuring measurement accuracy and protecting consumer rights. Following the requirements for building a measurement assurance system based on corporate self-discipline and social co-governance, the standards specify the main responsibilities and divisions of labor for measurement management at gas stations and natural gas refueling stations. They also outline position settings and personnel requirements, measurement equipment allocation and ledgers, as well as systems for handling and processing consumer complaints and reports.

The standards require gas stations and natural gas refueling stations to establish systems ensuring measurement data accuracy, including 100% traceability of measurement instruments according to prescribed cycles, qualified measurement verification after maintenance, and continuous, traceable data management ledgers.

The "Integrity Metrological Management Standards for Gas Stations" represents Qinghai's first local standard regulating measurement behavior. It establishes five integrity systems that gas stations must implement, provides demonstration templates for integrity measurement commitments, and explicitly requires gas stations to provide fair measurement tanks and measurement services. This provides support for quickly and accurately determining whether there are violations of consumers' legitimate rights and interests.

The "Management Standards for Metrological Work at Natural Gas Refueling Stations" is a breakthrough local standard developed in the absence of national specific measurement management regulations for this industry. It establishes principles for measurement work management at natural gas refueling stations and specifies requirements for key process controls. This standard will actively promote systematic, standardized, and scientific management of refueling station measurement activities, providing more operational technical support for law enforcement personnel.

The Provincial Market Supervision Administration will implement effective measures to strengthen promotion, training, and implementation of both local standards, ensuring their effective execution in measurement management at gas stations and natural gas refueling stations. This will inject new momentum into industry development and safeguard consumers' interests.
