Risk-First Leadership: Inside the Steady Hand Steering a Trillion-Yuan City Commercial Bank

The typical image of a bank president involves grand strategy sessions, signing major deals, and chasing scale. Yet, a closer look at Bank Of Chongqing Co.,Ltd.'s performance reports since 2024 reveals a different truth: in an industry cycle marked by shrinking net interest margins and asset quality pressure, a city commercial bank's stability often hinges on whether its captain truly understands risk. BCQ's President and Executive Director, Gao Song, who also chairs the Risk Management Committee, embodies this principle, embedding a legal mindset and rigorous risk-control logic into every operational decision.

Gao Song, born in February 1979, holds a bachelor's degree in law and a master's in legal studies from Southwest University of Political Science & Law, along with a corporate lawyer qualification and senior economist title. He began his career at Bank of Communications' Chongqing branch in 2001, starting as a teller and credit officer before moving through risk management, asset preservation, and legal compliance roles from 2002 to 2009. He later served as vice president at a sub-branch, then joined Chongqing Rural Commercial Bank in 2010, overseeing asset preservation, channels, and human resources, eventually becoming its vice president in 2016. Between 2020 and 2021, he was seconded to the State-owned Assets Supervision and Administration Commission as deputy director of the policy and regulation bureau. In September 2023, he formally assumed the presidency of Bank Of Chongqing Co.,Ltd., becoming an executive director in November of that year, and took on the role of chairman of the Risk Management Committee in 2024. Before ascending to the top job at this leading western city commercial bank, he had already spent over two decades immersed in risk, compliance, asset preservation, and legal affairs. The combination of a lawyer's precision and on-the-ground business experience forms the core of what observers now call the "Gao Song risk-control philosophy."

When Gao Song took over in the third quarter of 2023, Bank Of Chongqing Co.,Ltd.'s non-performing loan (NPL) ratio hovered around 1.25%. By the end of June 2026, three consecutive periodic reports paint a clear picture of improvement. At the end of 2024, the NPL ratio stood at 1.25%, with a declining proportion of special-mention loans and a provision coverage ratio of 245.08%. By the end of 2025, the NPL ratio had dropped to 1.14%, down 11 basis points, while the special-mention ratio fell 70 basis points to 1.94%, and the provision coverage ratio rose slightly to 245.58%. As of mid-2026, the NPL ratio reached 1.11%, another 3-basis-point decline and the lowest in nearly four years, with the special-mention ratio easing to 1.81% and the provision coverage ratio climbing to 247.31%. The two consecutive years of simultaneous declines in both the NPL and special-mention ratios, paired with a rising provision buffer, reflect a classic lawyer-led approach: no tapping into provisions to inflate profits, no cosmetic accounting for short-term calm, but a methodical digestion of potential problems in the open.

Notably, these three years have not been about shrinking the balance sheet to mitigate risk, but rather expanding while staying stable. In 2024, total assets reached 856.6 billion yuan, with revenue of 13.679 billion yuan, up 3.54%, and net profit attributable to shareholders of 5.117 billion yuan, up 3.80%. In 2025, assets surpassed one trillion yuan to hit 1.0337 trillion, revenue grew 10.48% to 15.113 billion yuan, and net profit rose 10.49% to 5.654 billion yuan, marking the first "double-digit" growth in both metrics. In the first half of 2026, assets climbed to 1.1089 trillion yuan, with revenue up 10.79% to 8.486 billion yuan and net profit up 10.29% to 3.518 billion yuan, sustaining double-digit growth for four consecutive quarters and positive revenue and profit growth for nine straight quarters. Achieving scale expansion, double-digit profitability, and improving asset quality simultaneously is a rare combination among the 42 A-share listed banks. The adage "let professionals do professional work" sounds simple, but for a western city commercial bank that has just crossed the "dual-trillion" threshold, it represents the most solid foundation. It appears Gao Song has found a prudent path that navigates cycles through professionalism and counters uncertainty with certainty.
