Ningyang County Market Supervision Bureau's Special Team Adopts Integrated "One-Stop Service" Model to Boost Business Efficiency

A biotechnology company recently expressed gratitude to the staff of the Ningyang County Market Supervision Bureau's enterprise service team for swiftly resolving intellectual property barriers that prevented its Macau-produced health supplements from being sold on domestic e-commerce platforms. This case exemplified the team's focus on helping businesses navigate cross-border intellectual property rights protection during their expansion overseas. After thorough discussion, the team provided a detailed explanation of cross-border trademark registration and authorization pathways. They guided the company to authorize its valid mainland-registered trademarks for use by its Macau subsidiary through licensing agreements or letters of authorization. Simultaneously, they outlined multiple application routes, including online submissions, in-person window processing, and agent services, to address the Macau subsidiary's direct trademark registration needs in the mainland. This effort cleared the entire bottleneck from trademark authorization and platform access to cross-border compliance operations.

This case is a snapshot of the daily work of the Ningyang County Market Supervision Bureau's enterprise service team. In November 2025, the bureau established this team to continuously optimize the county's business environment by integrating resources from various departments, including intellectual property, credit regulation, quality development, metrology standards, and individual private economy promotion. The team proactively engages with businesses, offering precise "concierge-style" services. As of August 2026, the team has provided specialized services to 81 enterprises, offered 203 development suggestions, and assisted in 5 intellectual property rights protection cases.

From "Rescuing Old Trademarks" to "Accelerating Innovation"

Shortly after its inception, the team discovered during a field visit that a company's 40-year-old "Feida" trademark was at risk of missing its renewal grace period. The team immediately initiated a "rescue service," guiding the company to complete the renewal process and prevent the loss of this intangible asset. Concurrently, the team leveraged patent navigation to provide strategic direction for research and development. A patent navigation project for a company's "high-performance internal combustion engine piston" successfully passed acceptance review in 2026. This comprehensive "navigation map" clearly identified key technological research directions and mapped out an optimal route for future patent filings, enabling the company to progress steadily on its innovation track. To accelerate patent grants, the team actively guided businesses to utilize priority examination and fast-track pre-examination channels. Since 2026, out of 27 newly granted invention patents in the county, 16 (59.3%) had their examination cycles completed within one year, allowing core technological patents to be secured quickly and innovative results to be protected promptly.

The team made the standardization of Ningyang dates a key priority for agricultural work. After Ningyang dates were recognized as a national geographical indication product in September 2025, the team collaborated with the Geshi Town government and the Ningyang Date Association to draft a provincial-level standard for "Geographical Indication Product - Ningyang Date." On August 5, 2026, a project evaluation meeting for this standard was successfully held. Once implemented, the standard will provide regulations for planting, harvesting, grading, and testing, ensuring the brand's value is realized and effectively boosting date farmers' incomes. Additionally, the team investigated the usage of geographical indication marks for products like Xiangyin Starch Noodles, Xuqiao Chinese Cabbage, and crickets, thoroughly mapping the county's geographical indication resources to lay the groundwork for standardized management and tiered cultivation.

In the first half of the year, the team facilitated intellectual property pledge financing exceeding 49.7 million yuan, transforming patents and trademarks from mere certificates into tangible capital for businesses. The concurrently issued "Action Plan for Empowering and Cultivating Intellectual Property in Small and Medium-sized Enterprises" identified 83 key enterprises for cultivation from 2026 to 2028, establishing a framework for the county's tiered development of intellectual property.

Credit Empowerment to Repair "Credit Blemishes"

Focusing on alleviating difficulties for entities with credit issues, the team proactively guided eligible entities to apply for credit repair, streamlining procedures and shortening timelines to help them shed burdens and move forward quickly. They implemented a comprehensive service model combining "online empowerment and offline backup," using methods like rolling electronic screen displays, corporate outreach teams, and tiered early warnings to improve annual report coverage. Of the county's 13,244 registered enterprises required to report, 9,894 (74.71%) had done so. In the first half of the year, the team issued compliance credit opinions for over 470 enterprises and more than 120 individuals involved in key initiatives like the consumer goods trade-in program, the Qilu Rural Star selection, and the recognition of strong industrial counties. The county processed 8,176 removals from the list of enterprises with abnormal operations, helping numerous business entities restore their credit and vitality, turning "credit blemishes" into a "starting point for integrity."

Quality Brand Journey from "Taihao Product" to "Shandong Premium Product"

The team provided full-process support for brand development, always lending a hand when enterprises were close to achieving a milestone but needed a final push. For three companies applying for the "Shandong Premium Product" brand and one company seeking a food-related production license, the team hired senior experts to meticulously review and refine application materials. These three entities are now actively pursuing the "Shandong Premium Product" designation. In another case, a company's products were excellent, but its application was blocked because its trademark was owned by a related company. The team promptly issued a rights protection advisory opinion, offering two pathways: licensing or trademark transfer. The company could choose, and the team would provide follow-up support to ensure success. While solving individual cases, the team also worked systematically, using the "Four Actions on Standards" initiative to guide businesses in adhering to standards throughout the entire production chain, from raw material intake to product output, making standardized operations a non-negotiable rule in the chemical industrial park. Driven by the dual forces of brand cultivation and standard setting, 21 county entities applied for the "Taihao Product" public brand, with 7 successfully selected.

Metrology as Foundation, Standards as Guiding Light for the "Hometown of Steel Balls in China"

In Ningyang, a hub for the steel ball industry, a minute difference in metrology precision can mean the difference between a batch's success or failure. A company's premium samples met individual vibration standards, and the batch hardness scatter met national requirements, but failed to meet specific customer demands, causing a production halt. Upon learning of this, the team immediately stationed themselves at the factory. Technical staff brought testing equipment to the workshop, collecting data from each process and comparing parameters. They eventually identified a temperature setting deviation. After recalibration, all product testing indicators met the required standards. The problem was resolved, orders were secured, and the resumption of machinery in the workshop was a testament to the team's effective intervention. This is a prime example of how the team uses metrology services to drive the upgrading of the steel ball industry. To better serve the chemical industry, the team is actively promoting the construction of a metrology center for the chemical industrial park, aiming to expedite the efficient on-site verification of safety metrology instruments for park enterprises. In the field of livelihood metrology, one water utility company received metrology standard authorization, solving the problem of water meter verification in the eastern region. In the instrument sector, a company is actively applying for a "dual inspection for water meters" program and has entered the assessment preparation phase, leading the county's instrument industry upgrade. Regarding standard leadership, the team guided four county enterprises in participating in the development of eight national standards, helped a company lead the creation of an industry standard that was approved and released, giving Ningyang enterprises a voice in setting industry rules, and supported the county power supply company's successful selection as a Shandong Province standardization pilot project. Another agricultural enterprise's application for a provincial-level standardization pilot passed the municipal review, steadily advancing the county's tiered standardization system development. From the fine-tuning of every production process to the precise calibration of every standard, the "dual gauges" of metrology and standards are creating a more precise track for the "Hometown of Steel Balls in China."

Revitalizing Small and Micro Enterprises

Addressing the development pain points of small and micro enterprises and individual businesses, the team deployed a comprehensive set of measures. Leading the specialized teams for leasing, business services, and residential services, the revenue for leasing and business services reached 24,749.5 (units unspecified) from January to June, a year-on-year increase of 34.1%. Revenue for residential services, repair, and other services during the same period was 3,372.3 million yuan, a year-on-year increase of 61.37%. Two key enterprises were cultivated and successfully brought into the statistical reporting system. The team organized 11 enterprises to participate in provincial-level campus recruitment events, collecting 214 job positions and facilitating 138 on-site intended signings, building a bridge for talent recruitment for small and micro enterprises. Collaborating with the Postal Savings Bank and Bank of China, the team rolled out financial promotion conferences across the county, offering dedicated credit products. By June, a total of 192 enterprises had received loans amounting to 64.67 million yuan. From talent acquisition and financial relief to digital empowerment and integration into the statistical system, the team has implemented tangible actions to help small and micro business entities "thrive and strengthen."
