The policy introduces 11 practical initiatives centering on IP source supply, value assessment, risk compensation, and credit services, aiming to build a standardized, efficient, and inclusive IP financial services system. Specific measures encourage internal bank assessments for IP pledge loans below 10 million yuan to reduce financing costs, expand the scope of pledgeable assets such as geographical indications and trademark rights, fully leverage risk compensation funds and guarantee fee preferential policies to ease enterprise burdens, and actively explore IP securitization pathways while promoting paperless pledge registration services.

Zhejiang Province has convened a legislative research symposium on data IP protection and application measures. University experts and industry representatives shared views on the necessity, feasibility, key issues to address, and main institutional arrangements for data IP legislation. The Chongqing Municipal Committee of the Chinese People's Political Consultative Conference has organized democratic supervision research on the construction of an IP powerhouse city. Committee members visited a national-level specialized and innovative "little giant" enterprise, inspecting its intelligent production lines, technological innovation, and market development capabilities, praising its integrated R&D from theory to trial production and continuous IP protection efforts. At a vehicle manufacturer's global R&D center, the research team focused on R&D and production, global patent reserves, and deep application of industrialization.

The company has applied for nearly 15,000 patents over the past three years, and the team highly recognized its approach of deeply embedding IP management into the entire research, production, supply, sales, and logistics process through intelligent production scenarios, achieving efficient conversion of technological innovation into commercial value. The research concluded that the city has comprehensively strengthened IP creation, application, protection, management, and services, achieving positive results.
