LUZHOU BANK has released its eighth Environmental, Social and Governance (ESG) Report, detailing progress on climate action, green and inclusive finance, digital transformation and governance during 2025. Key disclosures follow.
Climate Strategy and Emissions • Total Scope 1 & 2 greenhouse-gas emissions fell 16.05 % year on year to 5,583.74 tCO₂e; per-capita emissions dropped 24.80 % to 2.82 tCO₂e, achieving the bank’s 2031 reduction goal six years ahead of schedule. • Scope 1 emissions were 481.87 tCO₂e, while purchased electricity (Scope 2) accounted for 5,101.87 tCO₂e. • A first-time climate stress test covering RMB 110 billion of corporate loans, RMB 7.30 billion of financial investments and RMB 600 million of self-owned buildings found “controllable” physical and transition risks across multiple NGFS and IPCC scenarios. • The bank adopted a new emission-accounting boundary, added refrigerant leakage to Scope 1 and disclosed financed emissions of 1.20 million tCO₂e (Scope 3, Category 15).
Green Finance Expansion • Green-related wealth-management assets reached RMB 478 million, 5.77 % of total AUM. • “Green Bud Points,” a digital carbon-inclusive platform, registered more than 430 000 users with cumulative personal emission reductions of 592 tCO₂e; the tool underpinned carbon neutrality for the 22nd China International Liquor Expo. • Green credit balances grew to RMB 706 million, with targeted funding for renewable energy, green building materials and water infrastructure.
Inclusive & Rural Finance • Small-and-micro loan balance rose to RMB 70.92 billion, representing 57.14 % of total loans; average ticket size at the “Hui Rong Tong” centre was about RMB 680 000. • Agriculture-related loans increased 5.44 % to RMB 12.43 billion; inclusive agriculture loans climbed 6.15 % to RMB 2.33 billion. • Rural financial services now cover 75 % of townships in five county-level regions via 75 rural service points and over 10 000 “Rural Revitalization Cards.”
Technology & Digitalisation • A distributed cloud platform migrated 23 systems to the cloud; an integrated DevOps platform boosted software delivery. • Online business penetration reached 95.13 %. • New digital products included age-friendly mobile banking, “Xiao Lu Cloud Hall” video bank and a unified payment platform processing 2 300 transactions per second.
Social Investment and Workforce • External donations totalled RMB 8.92 million in 2025, lifting cumulative giving above RMB 91 million; funds supported education, rural revitalisation and public welfare. • Workforce stood at 1 977, with female staff representing 54.68 %. Employee training coverage was 100 % across roughly 490 sessions.
Governance & Compliance • Independent directors account for 40 % of the 10-member board; average board-meeting attendance was 96.89 %. • No major compliance breaches, corruption cases or customer-data incidents were reported. • Cash dividends have been maintained for three consecutive years, with a 2024 payout of RMB 0.12 per share (25.57 % payout ratio).
Outlook The bank plans to deepen its “Five Major Articles” strategy—technology, green, inclusive, pension and digital finance—while continuing to align risk appetite, comprehensive risk management and ESG targets to support high-quality regional development.
