China Disabled Persons' Federation to Promote Brain-Computer Interfaces and Other Tech-Assisted Applications During the 15th Five-Year Plan Period

The State Council Information Office held a series of press conferences on July 27, 2026, under the theme "Starting the 15th Five-Year Plan Period." A reporter asked how the China Disabled Persons' Federation (CDPF) plans to drive the development and application of assistive technology products during this period to benefit more people with disabilities through technological advancement.

Zhou Changkui, Secretary of the Party Leadership Group and Executive Vice President of the CDPF, stated that the ongoing wave of technological revolution and industrial transformation is empowering various industries and bringing hope for people with disabilities to overcome physical barriers and better integrate into society. The CDPF has already jointly issued the "Guiding Opinions on Promoting Science and Technology to Assist the Disabled" with nine ministries, including the Ministry of Science and Technology and the Ministry of Industry and Information Technology. Moving forward, efforts will be intensified in the following areas.

Firstly, adhering to a demand-oriented approach. By understanding and analyzing the technological needs of different categories of people with disabilities, the CDPF will concentrate technological innovation resources to prevent a disconnect between research and development and the actual needs of disabled individuals. The focus will be on practical needs in areas such as medical care, rehabilitation, employment, and accessibility, ensuring precise allocation of R&D resources. Throughout this process, people with disabilities will be fully involved to enhance the practicality and adaptability of products.

Secondly, further promoting scenario-based applications. At this year's Zhongguancun Forum's parallel session on technology assisting the disabled, the CDPF released its first set of application scenarios for assistive technology. These include accessible ride-hailing services for disabled individuals, intelligent rehabilitation equipment integrating non-invasive brain-computer interfaces, and the highly anticipated smart guide dog systems. Through different technological pathways, developments in smart guide robots, smart canes, and smart glasses are expected to bring tangible benefits to people with disabilities in the near future.

Lastly, intensifying publicity, promotion, and application efforts. The goal is to ensure more disabled individuals are aware of the progress in assistive technology product development, including the establishment of relevant systems. This includes promoting the inclusion of these products in subsidy programs to lower the barrier to adoption and ultimately drive widespread application.
