Hangzhou Proposes Repeal of Low-Altitude Economy Support Policy, Public Comments Sought

The Hangzhou Municipal Finance Bureau in Zhejiang Province has recently published a notice on its official website soliciting public opinions on a proposal to repeal the city's measures supporting the high-quality development of the low-altitude economy.

According to the announcement, drafted in accordance with the Zhejiang Provincial Administrative Normative Documents Management Measures (Provincial Government Order No. 372), the finance bureau has prepared the repeal notice and is now inviting feedback from the public. The comment period runs from September 8, 2026, to October 7, 2026.

The core content of the repeal notice states that, per the provincial management measures, the decision has been made to abolish the existing policy framework for the low-altitude economy. In an accompanying drafting explanation, the bureau noted that after research and consultation with relevant departments, the original measures were found to meet the conditions requiring repeal, aligning with efforts to strengthen the management of administrative normative documents.

The policy in question traces back to July 8, 2024, when the Hangzhou Finance Bureau first released a draft version of the measures for public consultation. That draft was built around the city's broader implementation plan for low-altitude economy development from 2024 to 2027, proposing 21 specific financial support measures across four key areas: strengthening enterprise cultivation, encouraging technological innovation, expanding application scenarios, and enhancing comprehensive support mechanisms.

In September of the same year, the final version of the measures was officially released. Among its key provisions, it offered incentives for new low-altitude economy enterprises—defined as those registered for less than one year—engaged in areas such as electric vertical take-off and landing aircraft (eVTOL) manufacturing, medium and large unmanned aerial vehicle production, general aviation aircraft assembly, core component R&D, and digital infrastructure construction. Eligible companies could receive awards of up to 10 million yuan, calculated at no more than 5% of their paid-in registered capital, based on their comprehensive development performance within two years of establishment.

The measures officially took effect on October 8, 2024, and were scheduled to remain valid until December 31, 2027. Implementation was led by the Hangzhou Municipal Transportation Bureau, with specific policy provisions carried out by relevant municipal departments and district-level governments.

The decision to repeal stems from the Zhejiang Provincial Administrative Normative Documents Management Measures, which have been in effect since 2019. Article 29 of those measures requires that government bodies conduct a comprehensive review of their normative documents every two years, promptly revising or abolishing any that no longer comply with current laws, regulations, national policies, or the evolving demands of economic and social development.
