Jinggu County and China Mobile Puer Branch Join Forces in Landmark "AI+" Strategic Partnership

On September 18, the People's Government of Jinggu County and the Puer Branch of China Mobile Communications Group Yunnan Co., Ltd. held a signing ceremony for a strategic cooperation framework agreement centered on "AI+". County Party Committee Deputy Secretary and County Magistrate Lu Qinyu, alongside China Mobile Puer Branch Party Committee Deputy Secretary and Deputy General Manager (Presiding) Li Yinglong, attended the ceremony, which was moderated by County Party Committee Standing Committee Member and Deputy County Magistrate Deng Wei.

In his remarks, Lu Qinyu extended a warm welcome to the delegation from China Mobile Puer Branch on behalf of the county's four leading bodies and all ethnic groups, while expressing sincere gratitude to the China Mobile teams at all levels for their longstanding support of Jinggu's digital economy and communications infrastructure. He noted that the current wave of technological revolution and industrial transformation is accelerating, making the development of new productive forces and the deep integration of the digital economy with the real economy an essential path for high-quality county-level growth.

Lu highlighted Jinggu's strengths, including its advantageous tropical agriculture, modern forestry, and green industry resources, as well as solid foundations in tea, sugarcane, under-forest economy, and forest-pulp-paper sectors. However, he also acknowledged persistent weaknesses, such as the low level of industrial digitalization, limited intelligent application scenarios, and insufficient digital support for disaster prevention. Jinggu urgently needs to leverage "AI+" as a central driver, building on new digital infrastructure, activating data elements, deepening industrial integration, and focusing on inclusive public welfare to carve out a distinctive digital transformation path that injects digital momentum into the county's "15th Five-Year Plan" high-quality development.

Li Yinglong expressed strong expectations and optimism for the collaboration in his speech. He stated that China Mobile Puer Branch will fully harness its technical advantages in computing power networks, AI-enabled industries, and emergency digitalization to work hand-in-hand with Jinggu in advancing projects such as digital government construction, artificial intelligence applications, smart Jinggu development, and digital village initiatives, injecting robust vitality into the county's digital progress.

During the signing segment, Deng Wei and China Mobile Puer Branch Party Committee Member, Discipline Inspection Commission Secretary, and Deputy General Manager Li Yanxi signed the "AI+" strategic cooperation framework agreement on behalf of Jinggu County People's Government and China Mobile Puer Branch, respectively. Lu Qinyu, Li Yinglong, and other leaders from both sides witnessed the signing and posed for commemorative photos.

This signing marks a critical step forward in cooperation between Jinggu County and China Mobile Puer Branch across digital government, artificial intelligence, smart Jinggu, and digital village domains. Both parties affirmed their commitment to complementary advantages, resource sharing, and mutually beneficial outcomes, establishing a regular consultation mechanism to drive project-based and itemized implementation.
