Zhejiang County and District Leadership Undergoes Intensive Reshuffling: Two More Districts Welcome New Party Secretaries

Zhejiang Province, which has recently witnessed frequent leadership adjustments at the county and district levels, has welcomed two more new district party secretaries.

According to the WeChat official account "Wenzhou Lucheng Release," on September 30, Zhang Chongbo, Party Secretary of Wenzhou's Lucheng District, conducted thematic research and learning activities at the Wenzhou Urban Revolutionary History Museum and Kangnai Group, among other locations. This announcement indicates that Zhang Chongbo, who previously served as Deputy Party Secretary and Mayor of Lucheng District, has now assumed the role of Lucheng District Party Secretary.

According to the official website of Wenzhou's Ouhai District Government, on September 29, Liu Yunfeng, Party Secretary of Ouhai District, presided over an expanded meeting of the District Party Committee Standing Committee, conveying and studying the spirit of the district's leading cadres meeting and deploying key work for the next phase. This announcement confirms that Liu Yunfeng, who previously served as Deputy Party Secretary and Mayor of Ouhai District, has now been appointed as Ouhai District Party Secretary.

Both Lucheng and Ouhai are among China's top 100 districts in terms of comprehensive strength. Last year, they achieved regional gross domestic product (GDP) of 150.78 billion yuan and 97.627 billion yuan respectively, with Lucheng serving as Wenzhou's political, economic, and cultural center.

According to public records, Zhang Chongbo was born in February 1977 in Wenzhou, Zhejiang Province. He began working in August 1996 and is a member of the Communist Party of China with postgraduate education. His previous positions included Secretary of the Communist Youth League Committee of Wenzhou's Longwan District, Director of the Comprehensive Department of Wenzhou's Civilization Office, Deputy Mayor of Longwan District, and Party Committee Member and Deputy Commander of Zhejiang's Tibet Aid Command and Executive Deputy Party Secretary of Tibet's Jiali County (Tibet aid position). In August 2019, he became Party Secretary of Wenzhou's Science and Technology Bureau, and in November 2021, he was appointed Deputy Party Secretary and Acting Mayor of Lucheng District, with his acting status removed in February of the following year.

Previously, Bai Hongleng served as Lucheng District Party Secretary. Born in July 1973 in Pingyang, Zhejiang Province, he holds a university degree from the Central Party School. In January this year, Bai Hongleng was promoted to Deputy Director of Wenzhou Municipal People's Congress Standing Committee while continuing to serve concurrently as Lucheng District Party Secretary.

Liu Yunfeng was born in September 1976 in Yongjia, Zhejiang Province. He began working in April 2000 and is a member of the Communist Party of China with postgraduate education, holding a Master's degree in Engineering and qualifications as both an engineer and economist. His previous positions included Deputy Secretary of the Communist Youth League Wenzhou Committee, Deputy Mayor of Yueqing City, Standing Committee Member and Propaganda Department Director of Yueqing Municipal Party Committee, Deputy Secretary-General of Wenzhou Municipal Party Committee and full-time Deputy Director of the Municipal Party Committee Security Committee and Director of the Municipal Party Committee Security Committee Office (Municipal National Security Bureau), and Deputy Party Secretary and Political and Legal Affairs Committee Secretary of Ouhai District. In November 2021, he was appointed Deputy Party Secretary and Acting Mayor of Ouhai District, with his acting status removed in February of the following year.

The former Ouhai District Party Secretary, Zeng Ruihua, was born in July 1974 in Cangnan, Zhejiang Province, and holds a postgraduate degree from the Provincial Party School. In January last year, he was promoted to Deputy Chairman of Wenzhou Municipal Political Consultative Conference while continuing to serve concurrently as Ouhai District Party Secretary.

Including Lucheng and Ouhai, Zhejiang Province has witnessed leadership changes in seven counties and districts over the past month, involving prefectural-level cities such as Hangzhou, Jiaxing, Wenzhou, and Taizhou.

In Hangzhou, Deputy Mayor Zhang Dengfeng no longer serves concurrently as Binjiang District Party Secretary, with Zheng Di, who previously served as Deputy Party Secretary and Mayor of Binjiang District, taking over the position.

In Jiaxing, Municipal Party Committee Standing Committee Member Mo Liang has been appointed concurrently as Jiashan County Party Secretary, while the former Jiaxing Municipal Party Committee Standing Committee Member and Jiashan County Party Secretary Jiang Haiyang now serves as Deputy Party Secretary, Director, and General Manager of Zhejiang Transportation Investment Group.

Dai Xuqiang, who previously served as Deputy Party Secretary and Mayor of Wenzhou's Yueqing City, has been appointed as Yueqing Municipal Party Secretary, while the former Yueqing Municipal Party Secretary Xu Jianbing now serves as Party Group Member and Deputy Director of Zhejiang Provincial Marine Economic Development Department.

Xu Lihui, who previously served as Deputy Party Secretary and Mayor of Taizhou's Huangyan District, has been appointed as Huangyan District Party Secretary, while the former Huangyan District Party Secretary Bao Shunfu assumed his new role as Party Group Member of Taizhou Municipal Government and Party Working Committee Secretary and Administrative Committee Director of Taizhou Bay New Area in early July.

Ma Jun, who previously served as Deputy Party Secretary and Mayor of Taizhou's Jiaojiang District, has been appointed as Linhai Municipal Party Secretary, while the former Linhai Municipal Party Secretary Wu Huading was transferred across cities in August to serve as Lishui Municipal Party Committee Standing Committee Member and Organization Department Director.
